Research On The Influence Of Welfare Policies On Town Family Raising Costs And Fertility Desire

From the Third Plenary Session of the 18th CPC Central Committee,the implementation of "separate two children" to the Fifth Plenary Session of the 18th CPC Central Committee began the implementation of"comprehensive second-bom" and proposed to the 19th National Congress that "To promote the coordination of the birth control policy and related economic and social policies and to strengthen the population development strategy study".The discussion of strategic research marks the major adjustment and continuous improvement of China's population policy and the repositioning of its population strategy.In the report of the 19th National Congress,it was proposed:"Look for the benefits of the people's livelihood and solve the problems of people's livelihood.In the course of development,make up for people's livelihood shortcomings and promote social fairness and justice.In childhood education,teaching,labor income,illness Medical care,old-age support,living and shelter,and weak support have continued to make new progress.'The important expression of the "youth childbirth" that has been added reflects the Party's ardent concern for the current Children's Causes and Child Welfare in Our Country.The current mainstay of child support in China is still the family.The economic costs(including life,education,medical care,etc.)and opportunity costs(including time,employment of women,family relations,etc.)generated by families raising children are constantly increasing.With the declining natural population growth rate in China,the total fertility rate of women,the number of women of childbearing age,and the fertility desire of women of childbearing age are decreasing at the same time.As social safety valves and regulators,what is the relationship between welfare policies and the costs of family support costs and fertility?What are the positive effects of the development and improvement of welfare policies on reducing family support costs,alleviating family support pressure,and improving family fertility?This article tries to make an in-depth discussion from the point of view of the current welfare policy satisfaction degree on the positive effect of urban family maintenance costs and fertility desires,so as to propose innovative welfare policy recommendations.This article is divided into five parts:the introduction,the basic situation of the survey,the relationship between the welfare policy and urban family maintenance costs and the fertility desire,the existing welfare policies and problems in our country,and the thinking and suggestions on the current welfare policy.The innovation of this article is to start with the relationship between the welfare policy,the cost of support and the fertility desire,and give scientific,reasonable,and effective advice on how to improve the welfare policy from multiple perspectives at the system level and subject level.
