With the development of our country’s economy and society,the party and the people have put forward higher requirements for building a service-oriented government at the grass-roots level,at the same time,it is recognized that performance management plays an important role in improving the overall quality of civil servants,improving the government’s management efficiency and service ability,and constructing and perfecting the national governance system.As an important cornerstone of grass-roots government management in our country,township civil servants are the bridge and link between the party and the government and the people,and their ability and quality directly relate to the level of government administration.At present,performance management has been widely implemented in our government management at all levels,but due to insufficient attention to performance communication,resulting in poor performance management work as a whole,which affects the ability and quality of civil servants to improve.Performance communication runs through the performance management all the time and plays a vital role in the performance management activities.Based on the theories of PDCA cycle and“5W”communication model,this paper adopts the method of combining questionnaire survey with in-depth interview to improve the performance management,to conduct in-depth investigation and research on the current situation of the performance communication of the township civil servants in L county,it is found that the communication of performance plan is insufficient,the communication of performance guidance is superficial,the communication of performance evaluation is seriously absent,and the communication of performance improvement is superficial in the process of performance management in L County.On the basis of an in-depth analysis of the findings,from the L County Township government performance communication culture,performance communication mechanism,performance communication ability,performance communication norms of four dimensions to explore the causes of the problem.Finally,by using the related theories of performance communication,this paper puts forward some countermeasures to improve the performance communication of the civil servants in the villages and towns of l county,that is,to create a positive performance communication organizational culture,to establish an effective performance communication guarantee mechanism,to improve the level of performance communication of township civil servants,and to construct the PDCA performance communication system,thus through improving the performance of communication work to achieve the goal of improving the level of performance management.
