In the process of pursuing the modernization of national governance system and capability,the Party Central Committee has attached increasing importance to the construction of civil servants,and repeatedly stressed that we should continuously improve the quality of civil servants and strengthen the government performance management in the important conferences and documents.At the same time,local governments have also carried out plentiful practical exploration activities for this purpose.However,the comprehensive accomplishment of civil servants in township government is poor,the public service consciousness is weak,the phenomenon of the sloppy and the indolent is still common,the enthusiasm of work is not high and the inefficiency is also serious currently.The emergence of these problems is closely related to the scientificalness and the validity of the performance management system of civil servants in township government.Combing the domestic literature,it is found that although the preliminary achievements have been made in the theory and practice of government performance management in China,and the research on government performance management has gradually become systematic,but the research on performance management for the township governments' civil servants is still inadequate,which is still in its infancy.In order to continuously improve the quality of public services,to strengthen and improve the performance management of township civil servants will help promote the smooth implementation of the strategy of rural vitalization and the successful completion of building moderately prosperous society.Therefore,this article will take the W town government civil servants as an object,study the existing problems in the performance management practice of township government civil servants,and provide support for the construction of a scientific and effective performance management system of township civil servants.The thesis is divided into seven parts.The first part is the introduction,including the research background,the purpose and significance of the article,the review and summary of research literature at home and abroad,research methods,etc.The second part mainly discusses the definition of the related concepts and the theoretical foundation of theresearch,at the same time introduces the research tools of this article ?Analytic Hierarchy Process.By questionnaire survey and individual interviews,the third part analyzes the status quo and problems of performance management of W township civil servants by using descriptive statistics analysis.The fourth part is to evaluate and analyze the problems of performance management of civil servants in W town by using analytic hierarchy process,and to determine the weights of each influencing factor of performance management.Taking the local government in the United States and Siming District of Xiamen as an example,the fifth part sums up the available performance management experience of civil servant of the representative local governments.In view of W town government's representation,based on the results of empirical analysis and successful practices both at home and abroad,the sixth part puts forward the improvement measures for the performance management of civil servants in township government.The seventh part is the research conclusion and the prospect,in which a research prospect has been given to conduct a thorough research in the next stage on the basis of summarizing the research content of the paper.
