Research On The Problems And Countermeasures On The Performance Of Deputies Of The People’s Congress In Dongyang City

Since the 18th CPC National Congress,deputies to people’s congresses at all levels have entered a new era and ushered in new opportunities,and requirements have become higher and higher.Deputies to the municipal(county)People’s Congress(DPC)are members of local organs of state power and spokesmen for the interests of the masses.Their performance of duties has attracted the attention of all sectors of society,especially the grass-roots masses.How to stimulate the vitality of DPC,promote the full performance of their duties and give full play to the role of DPC has become a new topic worthy of research and discussion in the field of public management.This paper takes the representative group of Municipal People’s Congress in Dongyang City(county-level city)of Zhejiang Province(excluding the deputies of town and township People’s Congress)as the research object,from the perspective of a worker of county-level people’s congress organs,and the performance of two Municipal People’s congress deputies as the main research content.After in-depth investigation,the author found that there are some problems and deficiencies in the performance of municipal representatives,such as incomplete performance content,non-standard performance mode,and insufficient performance function;The reasons include not only the reasons at the level of the Standing Committee of the People’s Congress that the incentive and restraint mechanism for the performance of representatives’ needs to be improved,the creation of a performance atmosphere is not in place,and the performance guarantee services are not perfect,but also the reasons at the level of some representatives,such as vague self-identity positioning,slow improvement of their professional ability to perform their duties and so on.After research and analysis,the author puts forward some countermeasures to promote the full performance of duties by DPC of Dongyang: promote the more complete content of duty performance,including exploring and innovating the content of power exercise activities for deputies to perform their duties,strengthening the handling and supervision of deputies’ opinions and suggestions,stimulating the endogenous power of deputies to participate in and discuss government affairs and carry out supervision,etc;Promote more standardized ways of representatives’ performance,including expanding the ways of representatives’ performance on digital platforms,promoting standardized performance with the improvement of representatives’ comprehensive quality,and improving the service guarantee mechanism of representatives’ performance activities;To achieve more efficient performance of representatives’ duties,including improving the constraint and incentive mechanism for representatives’ duty performance,exploring a new path for representatives’ professionalization,and strengthening the construction of a positive and healthy culture for representatives’ duty performance.Finally,this paper puts forward the research conclusion and prospects the future of this research.This paper mainly adopts the research methods of literature research,case study,questionnaire survey,consultation and interview,comparative analysis and so on.Taking the duty performance of deputies to grass-roots municipal(county)people’s congresses as the research topic has strong theoretical value and practical significance for adhering to and improving the people’s congress system,better carrying out the work of grass-roots people’s congresses and better serving the people.Through the research,this paper attempts to give full play to the role of promotion and reference for the DPC in Dongyang City and other regions.
