Research On The Impact Of Government Affairs Informatization On The Ability Of Municipal People's Congress Deputies To Perform Their Duties

Deputies to the National People's Congress of our country play an important role in participating in the management of state and social affairs and safeguarding the fundamental interests of the people.Improving the ability of deputies to people's congress to perform their duties is of great practical significance for continuously improving the system of people's congresses,facilitating the construction of socialist democratic politics and law-based governance of the country,ensuring and promoting the development of China's modernization.This article aims to study the influential factors of government affairs informatization on municipal people's congress deputies' ability in performing their duties,so as to further explore new ways to improve the performance of municipal people's congress deputies driven by government affairs informatization.Based on the analysis of the performance data and the investigation of the government informatization of deputies to the People's Congress of City G over the past 10 years,a combination of quantitative and qualitative research has been adopted to complete three tasks.First,an evaluation system for the performance capability of deputies to municipal people's congress before and after the implementation of government informatization,while comparing and analyzing the changes in the performance of government informatization.The second is to explore the influence of government informatization on the deputies from the perspective of technological empowerment to establish a "technical enactment framework",thus analyzing the influence factors of government informatization on the ability of people's congress deputies to perform duties in terms of bureaucratic system,bureaucratic network,and institutional arrangements.Third,according to the influential factors,countermeasures and suggestions are proposed to improve the ability of deputies to perform their duties at the municipal level.It can be concluded through this study that government informatization is a technology empowerment for the management of people's congress representatives.Only when factors such as politics,structure,network,cognition,and culture are embedded in information technology while influencing the effect of government informatization can government informatization serve as a facilitator and governance tool to enhance the ability of deputies in performing their duties.
