Problems And Countermeasures Of Emergency Management Of Small And Medium-sized Enterprises Under The Supervision Of County Governments

After the 19th national congress of the communist party of china(CPC),the county government supervises the emergency management of small and medium-sized enterprises(smes).Strengthening the supervision of the emergency management of small and medium-sized enterprises is conducive to promoting the modernization level of the government’s governance capacity and opening the “last kilometer”of the emergency management of the grass-roots government.At present,the emergency management of small and medium-sized enterprises under the supervision of the county government has made remarkable achievements,but there are still many deficiencies.Based on this,the paper studies the emergency management of small and medium-sized enterprises under the supervision of siyang county government.First of all,the paper collects and sorts out the information about the emergency management of small and medium-sized enterprises.Secondly,the paper analyzes the current situation of emergency management of small and medium-sized enterprises under the supervision of siyang county government.Through investigation,it was found that,there are some problems in the emergency management of small and medium-sized enterprises in siyang county,such as the main responsibility of enterprises is not put into place,the establishment of the government safety production management organization and the lack of personnel,the lack of legal consciousness of the main persons in charge of enterprises,the lack of emergency management on the job site,and the singleness of the means of emergency management supervision.This paper comes to the conclusion that there are some concrete reasons,such as the weak sense of responsibility of the enterprises,the insufficient education and training of the employees by the government,the insufficient level and strength of the government’s emergency supervision,the low level of the government’s supervision informatization,and the imperfect social supervision mechanism,etc.,on this basis,this paper puts forward some targeted measures to promote the implementation of the main responsibility of emergency management,to strengthen emergency education and training,to enhance the capacity and level of emergency supervision,to enhance the level of government informatization supervision,and to improve the social supervision mechanism.
