| In recent years,China’s economy has developed rapidly and become the second largest economy in the world.More and more international friends come to China for business activities,sightseeing tours,and even some foreigners choose to settle in China.Thereafter,there are more prominent problems in the management of foreigners,especially the relatively backward concept in the management of illegal resident foreigners,the overlapping of management functions,and the shifting of responsibilities among departments.It is of great significance to study,optimize and improve the grass-roots governance model of foreigners,with government governance as the main body,social regulation and residents’ autonomy as the auxiliary,and build a mutually reinforcing and complementary governance structure,so as to improve the level of socialization,rule of law,intelligence and specialization of foreigners’ management services,and maintain social order and promote the prosperity and development of economy and society.This study mainly takes SH City of H Province(county-level city)as an example.Through screening typical cases of illegal residence,it sorted out the case situation,handling response,social impact and other contents,and combined with the information learned from interviews with government departments,social organizations,community residents,etc.,analyzed the main problems in the governance of illegal residence of foreigners at the grass-roots level,and then put forward targeted suggestions,To provide reference for the management of illegal resident foreigners.The study found that the grass-roots level has made some achievements in the governance of illegal resident aliens,but still shows the problems of single governance body,poor coordination mechanism,solidified governance means,and imperfect laws and regulations.Only relying on the entry and exit management department of the public security organ to carry out the governance of illegal resident aliens will lead to significant governance effect of illegal resident aliens during the special action,and once the special action is completed,it will inevitably lead to aggregation The regional rebound situation is difficult to achieve the goal of treating both symptoms and root causes.In view of the current situation and existing problems of the governance of illegal resident aliens in SH City of H Province,this thesis draws on the experience gained in the governance of illegal resident aliens in Beijing,Shanghai,Guangzhou and other regions,and puts forward countermeasures and suggestions to optimize the governance of illegal resident aliens from three levels.It mainly includes: first,strengthening the consciousness of collaborative governance of governance subjects,strengthening the consciousness of governance of government departments,increasing the consciousness of collaboration of social organizations,and strengthening the consciousness of public supervision;The second is to innovate the means of collaborative governance,improve the legal system,integrate the functions and tasks of foreign-related departments,and accelerate the construction of information and data applications;The third is to build a collaborative governance structure,strengthen the main responsibility of the government,improve social collaborative governance,and play the role of public participation,so as to promote the construction of a modern model of illegal residence governance of "party committee leadership,government responsibility,social coordination,public participation,and legal protection",enhance the dynamic management ability,and ensure the effectiveness of governance. |
