Research Into Illegal Immigration,Residence And Employment Of Foreigners Concerning Entry-exit Management In Guangzhou

There has been an increasing flow of cross-border population in China in recent years against the backdrop of globalization.Legal flows of population,however,are accompanied by illegal immigration,residence and employment of foreigners.How illegal immigration,residence and employment of foreigners are dealt with actually reflects the outcome of"Construction of Legal System" and "Construction of Public Security System",which were key tasks during the "Twelfth Five-Year Plan Period".It has been concluded in this paper that China still needs to grow up in its regulation concepts and practice with regards to dealing with illegal immigration,residence and employ-ment of foreigners.Since the Reform and Opening-up Policy over 30 years ago and with the Chinese economy rapidly growing and the global economy becoming integrated,China has seen itself playing an increasingly important role in the international community and received an increasing number of foreign visitors that has doubled and redoubled.The growing number of foreign visitors could benefit the development of the country’s economy,while it causes many problems on the other hand.Illegal immigration,residence and employment of foreigners and the increasing crimes committed by foreigners have severely affected daily life of Chinese citizens and also jeopardized the stableness of society.Some foreign visitors have been found to commit crimes like drug trafficking,robbery and fraud,and some even have conducted terrorist activities that threaten national security.All these have affected Chinese citizens’ daily life and production activities.There is an urgent need for the Chinese government to carry out effective and sound management of foreign visitors while conducting foreign-related regulation.By way of literature review and practical investigation together with massive reading of foreign and domestic books on illegal immigration,this paper proposes policies and measures in accordance with Guangzhou’s actual situation with reference to established cases,difficulties faced by Guangzhou during its management of illegal immigration,residence and employment of foreigners as well as successful experiences of foreign developed countries,in a bid to help improve relevant laws and regulations.This paper is also aimed at promoting the reform of China’s public security system with regards to entry-exit management by learning from overseas experience in handling immigration so as to enhance internal cooperation,improve the quality of grass-roots staff and carry out sound measures to effectively fulfill tasks related to illegal immigration,residence and employment of foreigners.This paper intends to help pragmatically resolve current issues arising from illegal immigration,residence and employment of foreigners during management of foreign visitors,:in order to greatly improve China’s relevant regulation and establish a dynamic,scientific and feasible model of supervision.In the meantime,this paper,through work practice and in-depth considerations,intends to help speed up functional transformation within Guangzhou’s entry-exit management authorities and set up effective management systems via innovative thoughts to grasp opportunities and take on challenges,eventually achieving effective,scientific entry-exit regulation and management.
