Study On The New-type Town-Village Relationship Of "Town-Village-Joint Village" In Zhouzhi County

To optimize the relationship between towns and villages and realize the positive interaction between them is the basis for solving the problems of "agriculture,rural areas and farmers",the realistic demand for developing grassroots democratic political construction,and the strong support for establishing a harmonious socialist society.Taking Zhouzhi County as an example,this paper studies its measures to optimize and innovate the relationship between towns and villages,and analyzes the "town-village-link" model,in order to provide some reference for the governance of towns and villages in the new era.The transformation of rural grass-roots management system and rural governance mode is consistent with China’s social and economic development.Since the founding of the People’s Republic of China,a series of changes have taken place in the relationship between township authorities and village-level organizations with the continuous development of social economy,from acting as the head of the people under the "all-powerful state system" in the period of the people’s commune to villager autonomy under the "village politics and village governance" to the "interaction between politics and society" under the "service-oriented government".The governance capacity of village-level organizations affects the transformation of villages and towns,and the change of government administrative system and administrative level also brings the corresponding adjustment of village-level organization and governance structure.At present,all parts of China are constantly exploring how to better develop the relationship between towns and villages.C Town of Zhouzhi County takes the lead in reforming the relationship between town and village,transforming from "town-village" to a new model of "town-united village-village" relationship.In this model,the town government mainly focuses on rural development,the "village Party committee" coordinates and guides rural development,and the village can be governed by people and the village organization develops autonomously,which has achieved good development results.But at the same time,C Town of Zhouzhi County also faces some problems,such as the local government "town-village" function transformation is not complete,the structure of "town-village" is not tight and the setting of power and responsibility is unreasonable "village-village" mechanism is not smooth,"town-villagevillage" supporting mechanism is not perfect,etc.The main reasons for these problems are the fuzzy concept of "town-village" cadres’ governance,the unreasonable structure of "townvillage",the unclear responsibilities of "village-village" and the inconsistent responsibilities and rights of "town-village-village".On this basis,suggestions are put forward to optimize the "town-village-village" mode from the aspects of perfecting the government service function,developing the new mode of joint village management,realizing the autonomous development of village organizations,and perfecting the government supporting service mechanism.In order to provide a certain theoretical support and practical reference for the development and governance of town and village relations,improve the current relationship between town and village.
