This thesis takes a series of conflict events between the D town and the X village as the case, which happened around the rural tax-fee reformation in T county of Hubei province. Adopting the analysis tactic of "incident—process", as well as the analysis frame of "nation—village elite—ordinary villagers", the thesis reveals some contradictions and conflicts between the D town and the X village in the rural tax-fee reformation and the election of villagers ' committee, and analyzed the following influence which the town—village conflicts brought to the village governance.By describing and analyzing a series of conflict scenes, this thesis puts forward that since the 80s and 90s of the 20th century, the country have hoped the nation have good interaction with the rural society by taking the countryside as the boundary, and that the interaction restrain the elementary governments. But, under the background of the pressurized system, the elementary governments had imposed much greater burden on the villagers when they observed many kinds of duties which the higher authorities prescribed. The behavior of the elementary governments was gradually irregular and even out of control. Then more and more conflicts occurred between the elementary governments and the villagers. In the conflicts which the village elite took part in, the elementary governments usually crudely suppressed the villagers ' resistance by which the villagers defended their rights and interests. The manner of the elementary governments not only made the villagers not trust them, but also brought bad influence to the villagers ' following defending tacit, and thus made hindrance to the village governance.The thesis finally makes further discussion on the villagers ' logic of behavior-choosing in the town—village conflict, and the developing tendency of the town—village relationship, as well as the relation between the town—village conflict and the village governance.
