Analysis Of The Impact Of China’s Digital Government Construction

In the context of the digital era,strengthening the construction of digital government is one of the themes of government reform,the "14th Five-Year Plan" proposes to promote network power,use digital technology to improve the level of digital government construction,and the State Council issued guidance after the "14th Five-Year Plan" to jointly promote,digital government construction in China has entered a new stage of digitization of government affairs.From the national to the local level,the forms and carriers of government services are constantly innovating,and the level of digital government construction has improved.However,here are still many difficulties in the construction of digital government.Therefore,by studying the factors affecting the level of digital government construction,we can put the national network power strategy into effect,improve the level of China’s digital government construction,promote China’s digital government construction,and strongly support local governments to formulate and improve relevant policies of digital government.It has strong theoretical and practical significance.This paper first establishes an LDA theme model through the policy documents on digital government construction in various provinces and cities from 2015 to 2020 as text data,summarizes and summarizes the influencing factors of each theme,and summarizes the influencing factors of each theme into three aspects under the TOE framework: technology,organization and environment,of which the technical aspect includes the level of digital infrastructure,scientific and technological talents,information security capabilities,the organizational aspect includes the level of financial resources,and the environmental aspect including level of economic development.The level of public participation and the scale of public demand.Then,this paper refers to the influence factors analyzed,selects appropriate indicators as explanatory variables,selects the level of digital government construction in each province as the explanatory variable,and uses the relevant data of 31 provinces in China from 2015 to 2020 to carry out panel data regression.Through the analysis results,it is concluded that the technical level positively promotes the improvement of the construction level of digital government,the improvement of the level of digital government construction depends on the attention of the organization,and a good external environment is positively correlated with the level of digital government construction.In the end,this paper advances suggestions based on the results of the analysis.First: strengthen the construction of digital infrastructure,cultivate scientific and technological talents,and improve information security capabilities;Second:increase the input of financial resources,enhance the government’s driving force,and fulfill government responsibilities;Third: Actively develop the economy,advocate active participation of the public and meet the needs of the public.
