| During the 13th Five-Year Plan and 14th Five-Year Plan,digital government has been integrated into the construction strategy of digital China as an important development strategy,and the development of digital economy has been vigorously promoted from the top-level planning,the digital economy and digital industry have been deeply integrated,the scale of digital infrastructure construction and innovation capacity have been expanded,and the construction capacity and service effectiveness of digital government have been significantly improved.Digital government reform and construction planning outline.Over time,digital government construction has become a boom in government reform.The results of existing scholars’ studies and reports have found that the development level of digital government varies greatly among provinces and cities,and it is necessary to consider the influence of multiple factors on the development level,so we introduce a grouping perspective to explore the path combinations of influencing factors and optimization suggestions for the development level of provincial digital government.Combining the existing academic results and the current situation of domestic digital government construction,31 provincial governments were selected as case cities for a medium-sample study,and the status quo of high and low development levels of provincial digital government was sorted out by the sample provinces according to the measurement indexes of the outcome variables,and it was concluded that the main problem of this study is that the development level of digital government varies greatly between regions and within levels,which affects the overall digital government sustainable construction in China The main problem of this study is that the level of digital government development varies greatly between regions and within levels.which affects the sustainable construction of digital government as a whole.According to the characteristics of the research object,firstly,this paper decomposes the specific factors of the 3 levels of digital government development level from the framework of TOE(i.e.Technology-Organization-Environment Theory),combined with the theoretical foundation.Secondly,using 31 provincial digital government constructions in China as research samples,3 primary indicators and 8 secondary indicators of technology-organization-environment are constructed,which are 8 conditional variables of IT capability-technology talents,IT capability-organization,IT resources,financial resources allocation,attention allocation,regional digital economy development level,public demand,and inter-governmental competitiveness,and selecting the "China Digital Government Development Research Report 2021 digital government development index as the outcome variable to measure the level of digital government development.Again,fsQCA4.0 software was selected to conduct qualitative comparative analysis of the obtained basic data,and how the combination of different influencing factors in the construction of digital government in the sample provincial units affects the development of digital government level through variable calibration,necessity analysis,group analysis,and robustness test.Finally,the results of the study show that the core conditions for achieving a high level of digital government lie in the allocation of financial resources,public demand,and the support and attention of leaders and the improvement of digital infrastructure also play an important role,but the influence on the level of digital government development is the result of the combination of multiple factors.In this study,different paths of high-level digital government development capability and non-high-level digital government development capability are obtained,and there are 7 positive and 5 negative histories,and a total of 4 histories are formed according to the combination of core conditions to illustrate different provincial digital government construction practices,including all-powerful-driven,organization-high-promotion,external demand competition,and endogenous empowerment,and digital government construction is proposed The results of the four groupings are used to illustrate different provincial digital government construction practices,including all-powerful driven,organizationally driven,externally demanded competing,and endogenously empowered,and to propose measures to enhance the construction of digital government in four areas:platform organization,digital technology,region-wide collaboration,and active service. |
