| With the deepening of China’s economic reform,economic construction pays more attention to innovation-driven development,and talent,as an important resource,is the key factor to promote innovative development.In recent years,local governments have launched a series of talent introduction policies in order to realize regional economic transformation and upgrading and solve urban population problems.However,due to the imbalance of economic development level,industrial foundation and resource supply among cities,the promulgation and implementation effects of talent introduction policies are different.In order to better understand the distribution of talent introduction policies in different cities,it is necessary to conduct in-depth analysis and research on their policies.Based on the classification of Chinese cities,this paper selects 9 representative cities,among which the first-tier cities are Beijing,Shanghai and Shenzhen;Secondtier cities: Hangzhou,Wuhan and Chongqing;The third tier cities are Tangshan,Wuxi and Yantai.This paper sorted out the talent introduction policy texts of these nine cities from 2011 to 2021,conducted comparative analysis from three aspects of policy distribution time,policy issuing institutions and policy issuing types,and grasped the overall characteristics of talent introduction policies of each city from a macro perspective.On this basis,from the perspective of policy tools,a THREEDIMENSIONAL analysis framework of policy tools-policy type-city level is constructed.By defining analysis units and constructing analysis categories,the content analysis method is used to encode the content of policy text,and the statistical frequency is quantitatively analyzed under the three-dimensional analysis framework.It compares the degree of application of policy tools in cities of different levels and the effect of each policy type.Among them,policy tools in first-tier cities are mainly environment-oriented,creating a good development environment for talents,but demand-oriented tools are slightly insufficient.The policy tools of secondtier cities are mainly supply-oriented policies,which provide material security for talents,but lack the application of demand-oriented policy tools.The internal imbalance in third-tier cities is serious,the supply tools are overused,and the other two policy tools are insufficient.At the same time,there are also some problems in the effect of various policy types.According to the analysis conclusions,specific suggestions are put forward for urban talent introduction policy,providing reference for the selection of policy tools and content adjustment and optimization of urban talent introduction in China. |
