Talent is an important resource for the competition of national strength.Under China's current development stage,talent is an important support for city's innovation-driven strategy and high-quality development.The whole country is scrambling for talent and the commanding heights of economic development.In 2015,Hangzhou was the first city to release “27 new policies for talents”.Subsequently,various small and medium-sized cities increased their efforts and launched a nationwide "war for talents".Hohhot has followed the trend and made a series of talent policies to join the war of human resources competition.The talent introduction policy of Hohhot has not shown obvious effect and failed to improve the talent development status of Hohhot.In order to better explore the existing problems in the talent introduction policy,this paper constructs a two-dimensional analysis framework based on policy tools and objectives.In this paper,content analysis and comparative study are used to analyze the text of talent introduction policies in Hohhot,Nanjing,Wuhan,Taiyuan,Shijiazhuang,Xi 'an,Chengdu,Shenzhen,Beijing,Shenyang and Kunming,and to discuss the problems existing in the talent introduction policies in Hohhot.The result shows that the talent introduction policy of Hohhot needs to be improved.The policy tool of talent introduction on the supply-side is not enough to guarantee the achievement of policy objectives,which is reflected in the homogenization of policy contents and the lack of innovation spirit,unbalanced use of policy tools and neglect of talent development.The policy content is formalized and lacks the basic guarantee.Demand-side policy tools do not stimulate therealization of policy objectives,which is reflected in the unparalleled talent demand and development,industry segmentation and economic development do not match.Environmental policy tools are not strong in supporting the realization of policy objectives,the role of market players is ignored in the economic environment,the construction of systems and mechanisms in the institutional environment is far from perfect,and the development of cultural elements in the cultural environment is lagging behind.The overall distribution of policy objectives is unbalanced,mainly in the early stage of talent introduction,which does not reflect the importance of talent retention and good use of policy objectives.In order to effectively solve the above problems,this paper suggests avoiding over-use of environmental policy tools,at the same time,further strengthen the use of demand side policy tools and guard against the deficiencies of environmental policy tools and actively learn from the success of other cities.It is not only necessary to tamp down the foundation of talent retention,but also to improve its quality and take advantage of talent guidance.
