Big data is the result of the development and popularity of technologies such as the Internet and cloud computing.Promoting further development of the big data industry is an important starting point for grabbing a new round of scientific and technological revolution.In October 2015,the Fifth Plenary Session of the 18 th CPC Central Committee proposed the implementation of the national big data strategy,marking the official rise of the big data strategy into our national strategy.Inner Mongolia was successfully selected into the second batch of national big data comprehensive experimental zones with sufficient power,wind energy resources and convenient traffic.The development of big data can not only transform Inner Mongolia's traditional industrial model that relies excessively on resource development,but also enhance the efficiency of Inner Mongolia's social and economic operations and modernize social governance.The Inner Mongolia Autonomous Region government has issued a series of big data-related policies,but the development of big data is still lagging behind other local governments.In order to better explore the problems and causes in theformulation and implementation of the Inner Mongolia big data policy,the future policy formulates the path of implementation.From the perspective of policy,this paper constructs a "target-tool" two-dimensional analysis framework,using content analysis and comparative research methods,from the two dimensions of policy tools and objectives to the top ten provinces(cities)of Inner Mongolia and China's big data development index.The content of the big data policy text is counted and discussed.In addition,combined with the field research of the big data industrial parks in Hohhot and Ulanqab,we found problems in the implementation of the existing big data policy in Inner Mongolia.The results show that the problems in the formulation of big data policy in Inner Mongolia are reflected in the phenomenon of“mismatch”between policy objectives and policy instruments,the imbalance of the proportion of policy instruments,and the“polarization” of policy objectives.In the process of policy implementation,the problems are as follows: low data openness,small enterprise scale,low level of big data application,and lack of big data professionals.Through analysis,the problems of Inner Mongolia's big data policy are caused by the misuse of policy tools,the weak foundation of Inner Mongolia's big data development,and the lack of attractiveness of the policy environment.In order to effectively solve these problems,this paper demonstrates that the optimization of the big data policy in Inner Mongolia should be improved by optimizing the supply-side policy tool portfolio structure,emphasizing the radiation of environmental-level policy tools,increasing the use of demand-side policy tools,and formulating balanced big data policy objectives..In order topromote the implementation of Inner Mongolia's big data policy,it should be enhanced in the propaganda of Inner Mongolia's big data policy,promoting the application of big data innovation,accelerating the sharing of data resources and improving the support system for big data talents.
