| The development of science and technology and society has promoted the people’s demand for high efficiency,and the collaborative supply of government services is an effective way to promote the government’s efficiency.Based on the achievements of Xuzhou High-tech Zone in the practice of collaborative supply of government services in recent years,this thesis carefully combs the research results of collaborative supply of government services at home and abroad,and discusses the necessity of collaborative supply in government services from the theoretical level.At the same time,taking Xuzhou High-tech Zone as the research object,according to the idea of "putting forward problems-analyzing problems-solving problems",using the literature analysis method and case analysis method,combined with the classical theory of government service,the thesis focuses on exploring the development mode of the collaborative supply of government services,and summarizes the four major outstanding problems in the development process: insufficient process standardization,insufficient grassroots approval power,and imperfect tolerance mechanism The service provided by the agent was not up to standard.In addition,this thesis analyzes the reasons for the existing problems: First,the supply mode is simple;Second,unbalanced supply of government services between enterprises and the masses;Third,there is a "fragmentation problem" in the collaborative supply of government services;Fourth,the policy information is not obtained in time;Fifth,government service information systems are not interconnected enough.Finally,aiming at the deficiencies in the development process of the collaborative supply of government services in Xuzhou High-tech Zone,this thesis puts forward reasonable suggestions from the perspective of process re-engineering: First,strengthen the concept and working ability of targeted grassroots government service supply,which should follow the people-oriented,demand oriented,and diversified coordination,strengthen service capacity building,adhere to territorial management,and optimize the mechanism of examination,evaluation,reward and punishment;Second,promote two-way interactive supply decision-making,and strive to achieve standardization,information sharing and democratization;Third,strengthen the multiple feedback supply mechanism,focusing on the implementation of the production mechanism of supply and demand interaction and the cooperation mechanism of multiple subjects;Fourth,we should speed up the construction of the regulatory system and continue to make efforts in quality supervision,democratic supervision,and effect evaluation. |
