Research On The Collaborative Supply Model Of Rural Migrant Workers' Public Services

Taking the collaborative supply mode of public services for migrant workers in Shanghai Xuhui Binjiang Builder's Home as an example,this paper attempts to construct a cooperative-oriented supply mode of public services for migrant workers,which is of great significance for improving the supply system of public services for migrant workers and achieving effective supply of public services for migrant workers.The research results are of great significance to effectively safeguard the interests of migrant workers,reduce the difficulty of government management,improve social management,integrate social resources,and ensure social harmony and stability.The construction of public service system is a huge project.This paper provides a reference for how to build a suitable public service model for different groups and people with different needs.From the macro level,optimizing the public service supply model is of great significance for the construction of a modern national public service system.The mode of public service collaborative supply is the inevitable choice to solve the government failure,market failure and voluntary failure of public service supply.Based on the theory of collaborative governance,this paper uses SFIC collaborative governance model to analyze the role of government agencies,territorial enterprises,social groups and peasant workers themselves in the process of collaboration from four dimensions: initial conditions,catalytic leadership,system design and collaborative process.Four hypotheses are put forward,and the influencing factors in the collaborative supply of public services are further demonstrated by means of questionnaires and interviews.Through questionnaire data statistics and correlation analysis,four hypotheses are verified: the more equal the rights and resources,the stronger the government's dominant willingness,the more standardized the system design,and the more perfect the collaborative process,the stronger the collaborative supply effect of peasant workers' public services.The study of public service supply is a complex systematic project.From the situation of the cooperative supply of public services to peasant workers in Xuhui Binjiang Builder's Home,it is necessary to form a perfect public service supply by relying on the strength of the government,enterprises,social organizations and individuals,and also the participation of the market.The government plays a leading and coordinating role in the cooperative supply.Enterprises and societies play a leading and coordinating role in the cooperative supply.Organizations and individuals must enhance the awareness of collaborative supply,make collective efforts and improve service capabilities.Mutual trust among suppliers should be enhanced,including fostering mutual trust among suppliers and giving full play to the role of the market;full authorization should be given to suppliers,including full authorization to social organizations and inter-governmental and inter-departmental cooperation;various systems of collaborative supply should be perfected from system design,development of collaborative supply participation should be emphasized,and various forms of organizations should be strengthened.To build and improve the supervision and evaluation mechanism for the suppliers,we should focus on unifying the common goals and keeping the synergetic motive force from the synergetic process,forming an atmosphere of public service supply consultation and consensus,cultivating and supporting social organizations to improve their service capabilities.
