| Food safety is close to the people’s livelihood.The 20 th National Congress of the Communist Party of China put forward the requirement of "improving the quality of people’s life",so that the people’s food safety is more secure.As an intermediate link connecting upstream breeding,food production and downstream catering industry,food circulation plays an important role in security.In recent years,food safety problems in circulation have occurred from time to time,affecting the health and safety of the public.It is of great significance to improve the overall level of food safety by solving the difficult problems in the safety supervision of food circulation and constantly improving the supervision level.This thesis combs the relevant literature about food circulation link safety supervision at home and abroad,and introduces the concept of food circulation link safety supervision.Based on the perspective of the new public management theory and the whole government theory,this thesis comprehensively uses the case analysis method and interview method to discuss.Firstly,it summarizes the supervision base of the food circulation link in Z City,the supervision institutions,and the supervision status quo of the key supervision of the circulation link,food safety sampling inspection,quick inspection and special rectification.Secondly,combined with relevant empirical materials,the thesis analyzes the existing problems in the food circulation safety supervision of Z City,which mainly include the imperfect laws and regulations of supervision and food safety standards,the poor collaborative operation between government departments,the weak supervision ability,the low supervision efficiency,and the social co-governance situation in the circulation link.Finally,explore measures to improve the safety supervision of food circulation link in Z City,and put forward suggestions in five aspects,including improving the standardization level of supervision under the rule of law,improving the cooperative supervision system of departments,optimizing the supervision mode,building the pattern of social co-governance,and strengthening the grassroots capacity building of market supervision,so as to promote the improvement of supervision ability of food circulation link and improve the modernization level of food safety governance.So as to protect the safety and health of food consumption. |
