Research On Interdepartmental Cooperation Network Structure Of Local Government

After introducing marketing mechanism to public sector,the new public management movement not only enhanced departmental performance,but also caused interdepartmental over-competition and dispersed the whole government structure at the same time.The fragmentation problem makes the government unable to solve the wicked problem.And the lack of interderpartmental cooperation reduces the responsiveness of the government to public demand and the performance of the whole government.Therefore,promoting interdepartmental cooperation has became the focus of government reform in the era of governance.For the reform focus point,it is particularly important to describe and explain the current situation of interdepartmental cooperation in a comprehensive and accurate way.As a structural study that focuses on "relationship",social network analysis provides a scientific method and theoretical basis for studying interdepartmental cooperative relationship.This thesis used social network analysis to study the interdepartmental cooperation network of local government,measured the cooperation network structure characteristics systematically and scientifically,analyzed the factors of the network structure,and explored the relationship between cooperation network structure and government performance.This would be a useful empirical research to understand the interdepartmental cooperationUsing the system theory and social network analysis,interdepartmental cooperation network structure would be divided into macro,meso and micro levels,as the overall network structure,the sub structure and the individual characteristics.At the macro level,this thesis chose network scale,network density,degree,distance and correlation to measure the overall structure of the interdepartmental cooperation network.Then cut the cooperation network into a number of networks based on cooperation time,cooperation function and cooperation mode,and discussed the dynamic change,function realization and cooperation mode of the cooperation network to show the current situation of interdepartmental cooperation in a comprehensive way.At the meso level,this thesis used the network isomorphism theory to explore the network role of department,cohesive subgroup and core-edge structure.The network role of department would be the basis of the super ministry reform.The cohesive subgroups with leadership division network would prove the "authority" mode of the interdepartmental cooperation.And the core-edge structure would explained the organization structure of the local government.At the micro level,this thesis focused on measuring the department network position.As cost and benefit analysis,the organization resources were the main factor that would influence department cooperation,and regression analysis proved it.After the analysis on the mechanism that how cooperation could promote the government performance,descriptive analysis using network data would prove the relationship between network density and network performance.From the macro,meso and micro levels,this thesis measured the structure of local government interdepartmental cooperation network and showed the dynamic change,function realization and cooperation mode of the network.Based on the network structure,the thesis discussed the super ministry reform,government functions and organization structure.Then the thesis proved the external factors and internal factors that could influence the cooperation network structure as authority and resources,and proved the promoting effect of interdepartmental cooperation behavior on government performance.
