Research On Law Enforcement Ability Of Grassroots Market Supervisors

Through empirical analysis,this paper analyses the grass-roots Market Supervision Institute of the Market Supervision and Administration of Z District of Guangzhou City from three aspects: the ability of professional knowledge reserve,the ability of law enforcement ethics and the ability of law enforcement technology.This paper probes into the problems existing in the administrative law enforcement of the market supervisors at the grass-roots level in Z District,analyzes the causes of the problems,and puts forward some suggestions for improving the law enforcement ability of the market supervisors at the grass-roots level.Firstly,it introduces the research contents,the methods,the background,the achievements,the innovations and deficiencies of domestic and foreign academic circles.This paper analyzes the elements of administrative law enforcement ability,which is the theoretical basis of the article.Secondly,this paper probes into the problems existing in the law enforcement ability of the market supervisors at the grass-roots level in Z district,and sorts out the problems existing in the administrative law enforcement of the market supervisors at the grass-roots level in Z district,including the lack of professional knowledge reserve,the insufficient of law enforcement ethics,the deviation in the application of law enforcement techniques.According to the existing problems,the reasons are as follows: not focusing on team building and capacity improvement,lack of incentive mechanism and supervision,heavy work and complex law enforcement environment.Finally,in the light of the problems existing in the law enforcement ability of the market supervisors at the grass-roots level in zone Z,some countermeasures are put forward to improve the ability of law enforcement,such as strengthening team construction and education promotion,promoting incentive mechanism and implementation supervision,optimizing supervision system and standardize discretion.
