Study On Promoting Civil Administration Ability Of Grass-roots In Our Country

Civil administration ability of grass-roots’ is a new concept raised on the baseof’government capacity of grass-roots’. Currently, our Party and government attachgreat importance to the development of the people’s livelihood and emphasize inimportant papers for many times. Civil Administration Department is the mainundertaker of the work of people’s livelihood. So, the work of Civil AdministrationDepartment has great influence on the construction and development of people’slivelihood, and it depends on its civil administration ability to a great extent. So, toanalyze the current situation of civil administration ability of grass-roots in ourcountry and to find out the feasible way of promoting civil administration ability ofgrass-roots are the major issues that we must face now, and they have strategicsignificance.Firstly, the author narrated the background information and significance of doingresearch on civil administration ability of grass-roots, introduced comprehensivelytheoretical viewpoint and current state of research of the scholars at home and aboardin this field, and explained methods of researching this subject to be employed. Then,this article analyzed connotation and inscape of the concept’ civil administrationability of grass-roots’ on the basis of the concept’interpretation capacity’and’government capacity’ from a theoretical point of view, and discussed the value ofpromoting civil administration ability of grass-roots in our country. The author alsodescribed comprehensively the current state of civil administration ability ofgrass-roots in our country, and pointed out deficiencies of civil administration abilityof grass-roots in our country currently. Through analysis the author clarified thereasons causing deficiencies of civil administration ability of grass-roots: the workingsystem and the operating mechanism of Civil Administration Department ofgrass-roots in our country were still immature; there was deviation existing onguiding ideology; there were no unified and complete laws which can standardizecivil administration work of grass-roots. At the same time, the author introducedsuccessful cases in America, Britain and Japan where the causes of People’slivelihood were at the forefront. The article introduced the main practice of theirdeveloping the cause of civil administration and promoting civil administration abilityof the local governments. On basis of borrowing advanced experience abroad, theauthor summarized the enlightenment of carrying out related work in order to promote civil administration ability of grass-roots in our country. The section at the end of thisarticle raised the basic patterns of promoting civil administration ability of grass-rootsin our country in the future specifically according to the current situation and reasonof the defective civil administration ability of grass-roots in our country.
