Party history learning and education is a magic weapon of the CPC to promote self-revolution in different periods.In December 2021,at the summing-up meeting of Party history learning and education,General Secretary Xi Jinping emphasized the establishment of a permanent and effective institutional mechanism for Party history learning and education.In2022,General Secretary Xi Jinping,in his report on the 20 th anniversary of the Party,made"carrying out Party history learning and education throughout the Party" one of the major achievements of the Party in the past five years on its new journey to remember its original mission and create a better future,and made learning "the history of the Party" and promoting"Party history Learning the "history of the Party" and promoting "the normalization and institutionalization of learning and education" in the form of written into the party constitution is given great importance,for the new era to write a good party history learning and education"the second half of the article" has pointed out the specific direction.The grassroots is the foundation,party history learning and education is also the basis for grassroots party organizations to carry out related work,to strengthen the ideals and beliefs of rural party members and cadres and improve the ability to govern,the level of governance is essential.In view of this,rural party members and cadres of the party history study and education system construction is particularly worthy of attention,the merits of its system construction directly affect the effectiveness of the party history study and education and rural party members and cadres governing ability and governing level.How to realize the institutionalization of party history learning and education for rural party members and cadres in the new era has become a major issue to be cracked in the theoretical and practical circles.This paper is guided by the ideas of historical education and institutional construction of classic Marxist writers,the ideas of Party history learning and education institutional construction of successive leaders of the Communist Party of China,especially by General Secretary Xi Jinping’s important discussion on Party history learning and education institutional construction,and draws on the theory of institutional change of new institutionalism to carry out an in-depth study,and takes town B of QZ city as a research sample,trying to see the big picture in a small way,from point to point to explore the new era The study was guided by the new institutionalism theory of institutional change.After empirical research and scientific analysis,the study found that: B town actively explores the construction of the Party history learning and education system for rural Party members and cadres,and insists on "deep learning","practical work",and "vigorous practice".To promote the standardization,regularization and effectiveness of Party history learning and education,and has achieved certain results,and established some institutional mechanisms related to Party history learning and education.At the same time,the system construction of rural party members and cadres has also fallen into the multiple dilemmas of lack of overall planning in system design,poor system implementation,and system system to be improved.Based on this,this paper analyzes the causes of the existing problems from three aspects: village level party organizations,rural party members and cadres and the party history learning and education system itself,and proposes strategies for optimizing the party history learning and education system for rural party members and cadres in the new era by strengthening the institutional awareness of rural party members and cadres,improving the design of the party history learning and education system and sounding the supervision and guarantee system,so as to finally inject strong motivation for the institutionalization of party history learning and education in rural grassroots party organizations.The study of Party history will be carried out in the future.
