The "double reduction" policy is a major strategic decision to build a high-level education system and cultivate high-quality talents in China.It is also a major policy adjustment to reform the public service system of basic education and promote the return of education to campus.In July 2021,after the introduction of the policy,the education authorities and primary and secondary schools quickly took action to implement it by controlling homework,providing after-school services,and improving education levels.This study uses literature research,case analysis,questionnaire survey,and interview methods to explore the effectiveness and difficulties of implementing the dual reduction policy in secondary schools,understand the actual situation of policy operation,and hope to identify the reasons for the difficulties in policy implementation,and propose targeted solutions to promote the implementation of the burden reduction policy.The research on the implementation of the "double reduction" policy in secondary schools is based on the Smith model.According to the Smith policy implementation process model,we can summarize the factors that affect the implementation of China’s "double reduction" policy,whether the "double reduction" policy is reasonable,whether the policy can effectively reflect actual problems,and whether the implementation details meet the expected goals of the policy;Whether the policy is clear,the specific content included in the policy,and whether the direction indicated is clear;Whether the policy is coordinated,and whether there is a contradiction between the implementation of the policy and reality,only when the policy is reasonable,clear,and coordinated can the smooth implementation of the policy be carried out.The difficulties in the implementation of the "double reduction" policy in secondary schools,such as policy implementation not being tailored to local conditions,inadequate implementation by schools,lagging evaluation concepts,selective implementation,and imperfect coordination mechanisms for policy implementation.The reasons for the difficulties in implementing the "double reduction" policy in middle schools are further analyzed from four aspects: policy,school,parents,and social environment.These include insufficient teacher construction,shortage of execution force,uneven quality resources,poor after-school services,parents’ skeptical attitudes,and contradictions and conflicts in the social environment.Finally,countermeasures are proposed to address the implementation difficulties of the "double reduction" policy in secondary schools,including improving the teacher management mechanism,strengthening the construction of the teacher team,improving diversified financing,innovating after-school service models,promoting the reform of the education evaluation system,accelerating the transformation of education evaluation and integrating the advantages of different promotion methods,and promoting the burden reduction policy in a coordinated manner.
