The " 3: 30 phenomena " has become the spotlight of society in recent years.To help parents solve the problem of sending off and picking up students,the China Ministry of Education issued the "After-school Services Guidance for Primary and Secondary Students" in March 2017,and specified the requirements for after-school services across the country.W County issued the Scheme of Work on After-school Services for Primary and Secondary Students in September 2020.To reflect the problems existing in the implementation of the after-school service policy in the township public primary schools,this study selected a township public school in W County as the sample to carry out an in-depth field investigation based on the two-year after-school service implementation there.The government,students,parents,teachers,teaching managers and community are the research objects.Investigation methods include the questionnaire,interview,and observation.This essay focuses on " demand and cognition,implementation process and effect evaluation " dimensions,and comprehensively analyses the implementation status,existing problems and improvement strategies of the after-school service policy in township public schools in W County.Through field investigation,many problems have emerged since W County carried out the after-school services,such as the after-school services itself content exists after-school service safety responsibility definition is not clear,the main body of supervision and assessment is not clear.There are some problems in the implementation environment of the after-school services,such as lack of laws and regulations,insufficient funds and insufficient human resources.There are some problems in the main body of the after-school services,such as the protection of teachers’ rights and interests needs to be improved,the service forms and contents are conservative,and the work details are not well controlled.There are some problems in the target group of the after-school services,such as parents’ cognitive bias,family economic status,educational level and big regional differences.etc.To improve the implementation effect of the after-school service policy on township public primary schools in W County,and to maximize solve the prominent problems of after-school service,this study analyses the reasons for the existing problems in after-school service there and proposes solutions based on Smith’s policy implementation process model theory,educational equity theory and three-circle theory.From the aspects of optimizing after-school service policies,ensuring the implementation environment of after-school service policies,improving the main body of after-school service implementation,and improve the efficiency of the implementation of after-school service and solve the problems of the target group of the implementation of after-school service policy,this paper puts forward the detailed content of after-school service policy,the establishment and improvement of after-school service laws and regulations,and the cost control,opening the channel of diversified fund sources,mobilizing the teachers in the school,introducing the forces outside the school,defining the duties of the teachers,protecting the rights and interests of the teachers,attaching importance to the development of the students,to multi-teaching,strengthen school management,accurately positioning parents’ cognition,grasp the optimized countermeasures of home-school co-education.
