At present,China has shifted to a stage of high-quality development and comprehensively promoted the strategy of rural revitalization.The grass-roots level is an important platform for college graduates to grow and become talented.It is of great significance to guide graduates to the central and western regions and participate in the rural agricultural modernization and the western development strategy,so as to promote the economic and social development of the grass-roots level.However,the world is undergoing major changes which have not taken place in a century,and our country faces a complex environment for its development.There are still some problems for college graduates to work at the grassroots level,such as insufficient motivation,insufficient role,and insufficient service guarantee.It is necessary to further analyze the reasons,improve policies and measures,improve the service system,and establish a long-term mechanism to guide and encourage college graduates to work at the grassroots level,so as to ensure that they can go,stay and do well.This paper studies the implementation of grass-roots employment policy for college students in D College.Using Smith process model,it studies the implementation process of grass-roots employment policy for college students in D College from four aspects: idealized policy,implementing agency,target group and environmental factors.Combined with the employment quality report data of D College in the past five years,and through questionnaire survey method and case analysis method,the text of grass-roots employment policy for college students and the subject of policy implementation were respectively studied,the current situation of grass-roots employment was analyzed,the existing problems and causes of the implementation of grass-roots employment policy for college students were found,and countermeasures were proposed.Through the analysis of the implementation of the national level on the grass-roots employment policy of college students,the paper concludes that before the reform and opening up,Chinese college students were directly allocated to the grass-roots units by the state,after the reform and opening up,the implementation of market-oriented free employment,in 2005,the state issued a document pointed out that to guide and encourage college graduates to face the grass-roots employment,The establishment of "three branches and one help","special post plan" and "western plan" and other grassroots employment special plans,so that a new round of college students to work at the grassroots upsurge.Dongguan has further promulgated the implementation text of relevant grass-roots employment policies and implemented national policies.In particular,there are more supporting policies for college students to enlist in the army and start their own businesses.After further analysis of the grass-roots employment policy,executive subject,target population and environment of College students in D College,it is believed that the implementation effect of the grass-roots employment policy of college students in D College is average,and the number of grass-roots employment is low: the main problems are lagging behind the grass-roots employment policy,insufficient capacity building of the policy implementation team,weak awareness of grass-roots employment of college students,complex grass-roots employment environment and so on.These problems may be caused by the imperfect employment policy system at the grass-roots level,the incomplete performance of the responsibilities of the policy enforcement agencies,the lack of values of college students at the grass-roots level employment,complex environmental factors.Through the above analysis and demonstration,the paper concludes the solutions to the problem of grass-roots employment of college students in D College: first,the government and colleges should further innovate the system and mechanism,improve the grass-roots employment policy of college students,establish and improve the grass-roots employment service system of college students,grass-roots employment policy incentive and grass-roots employment publicity mechanism,and accelerate the establishment of a long-term mechanism to guide and encourage college students to work at the grass-roots level.Second,we should further improve the main implementation efficiency of policy implementation,clarify the work responsibilities of all departments,build professional and professional grass-roots employment team,strengthen theoretical research on grass-roots employment,and guide college students to correctly understand grass-roots employment policies.Third,college students should cultivate community-level employment concept,study theory to enhance political ability,enhance practical ability,strengthen employment guidance to promote community-level employment concept,and further clarify the historical mission of community-level construction shouldered by contemporary college students.Fourth,further optimize the policy implementation environment,expand grassroots internship programs,rely on the characteristic industry college,innovate the talent training mode,expand grassroots entrepreneurship environment,promote the connotation construction of grassroots employment and entrepreneurship environment,and further stimulate the initiative and enthusiasm of college students to work at grassroots level.
