Research On The Implementation Of Employment Assistance Policy Based On Smith Model

Employment is the most basic support for people’s livelihood and the most basic support for economic development.In the report of the 20th National Congress of the Communist Party of China,it was proposed to"Employment is the most basic component of the people’s wellbeing.We need to intensify efforts to implement the employment-first policy and improve related mechanisms to promote high-quality and full employment.We will refine the public services system for employment and the system of providing employment support for key groups and do more to help those in difficulty find employment and meet their basic needs.We will integrate the urban and rural employment policy systems,remove institutional and policy barriers that impede the flow of labor and talent,and eliminate unjustified restrictions and discrimination that undermine equal employment.In this way,we will ensure that everyone has the opportunity to pursue a career through hard work."In recent years,E City has deeply implemented the national employment priority strategy and employment stabilization policy and carried out a series of employment stabilization work,maintaining the overall stability of the employment situation and making important contributions to the economic and social development.However,The COVID-19 and the international economic situation still have unstable and uncertain factors,making it more difficult to find jobs,and the significance of employment assistance has become more prominent.This article uses literature analysis,statistical analysis,and other methods to sort out the content of employment assistance policies in E City,and analyzes the implementation of the policies.Based on Smith model and semi-structured interview,this paper comprehensively analyzes the implementation process of employment assistance policy in E City from four dimensions:idealized policy,implementing agency,target group and policy environment.It is found that they are faced with such realistic dilemmas as the internal limitation of the policy ontology leading to the weakening of the policy implementation,the lack of the capacity of the implementing institutions leading to the low efficiency of the policy implementation,the low skill and willingness of the target groups leading to the increasing resistance of the policy implementation,and the weak policy environment leading to the increasing challenges of the policy implementation.And put forward to improve the policy system,improve the public employment service system,improve the target group’s employment ability and cognition,optimize the employment environment and other countermeasures and suggestions.This study is expected to provide meaningful practical exploration for employment assistance,and promote the realization of more adequate and better quality employment for people with employment difficulties.
