In 2015,the State Council put forward clear opinions on the integrated development of rural industries,which specified the objectives: By 2020,the overall level of integrated development of rural industries will be significantly improved.At the same time,a new pattern featuring complete industrial chains,diversified functions and business forms,closely linked interests,and industrial development in harmony with urban development will be created.Whats more,agricultural competitiveness will be significantly enhanced,farmers’ income will increase continuously,and rural areas will be more vibrant.As rural revitalization steps into a new stage of development,the development of agricultural industries in various regions is currently faced with challenges of transformation and upgrading and industrial integration.How to give full play to government functions,integrate industrial development elements and promote high-quality agricultural development in accelerating the integration of rural industries and establishing a modern agricultural system is a theoretical topic worth studying.From the perspective of public management,based on the theory of government functions,the theory of industrial integration and the theory of collaborative governance,this paper integrates the literature research method,the case study method and the field interview method.And taking the mechanism of the government’s role in rural industry integration as the research perspective,this paper analyzes the relationship between the government and relevant subjects,defines five functions of the government in rural industrial integration:planning and guidance,resource allocation,public service,social governance and supervision and regulation,and builds the model of governmental functions in rural industrial integration.At the same time,taking D District of Shandong Province as an example,this paper analyzes the functioning of local governments in industrial integration,and finds that there are some problems in promoting industrial integration,such as unscientific planning and guidance,insufficient supply of public services,unreasonable resource allocation,weak coordination and linkage mechanisms,and inadequate supervisory functions.There are many reasons for problems upon.Firstly,the government function has not been transformed and a service-oriented government has not been built.The second is the lack of grassroots governance capacity,so the government is not able to provide support for industrial development.The third is that the industry has not formed a close interest link with farmers,so the industry integration develops without internal drive.As a result,with the help of the established government function model,the paper puts forward some countermeasures for the governmental functions in rural industrial integration development.Firstly,the government needs to strengthen planning guidance,gather resources to strengthen local special industries and tell local brand stories.Secondly,it could explore collaborative governance mechanisms,strengthen institutional and organizational safeguards,innovate integration mechanisms and establish farmer-oriented interest linkages,so as to activate the power of industrial integration.Thirdly,the government should enhance the public service capacity,coordinate rational allocation of urban and rural resources,promote effective integration of rural resources and continuously protect the lives,land,and money of people.Fourth,the government are supposed to innovate the mode of industrial integration,through getting industrial to scale,developing the mode of agriculture+cultural tourism,making full use of idle resources,so as to make the agriculture get multi-functional.Last but not least,the government could strengthen market supervision,play the role of the "invisible hand" through scientific guidance,to guide the behavior of market subjects,regulate the order of industrial development,intensify risk prevention,guarantee the rural industrial integration,and safeguard the legitimate rights and interests of farmers.
