Study On The Representation Of Women Deputies To The National People’s Congress

Representativeness is the most central feature of the people’s congress system,and the National People’s Congress(NPC),as China’s highest organ of state power,is not only an important venue for reflecting the will of the people and the will of the state,but also an important channel for women’s political participation.The representation of women representatives is related to whether social interests and demands can be fully expressed and whether the rights and interests of the people can be realized as much as possible.This paper takes the representation of women delegates to the NPC as the object of study,and composes and analyzes the representation of women delegates to the NPC since the founding of New China,the characteristics of representation and the functions of representation,with a view to contributing to strengthening the theoretical study and practice of NPC representation.Western scholars usually classify representatives into three types: descriptive,symbolic,and substantive representatives from two dimensions: form and substance.From the traditional Western conception of representation,they question the representativeness of China’s NPC women’s representatives,and generally believe that China’s women’s representatives are only formally representative and do not play a substantive representative function.However,by systematically sorting out and examining the representation of women deputies to the NPC at different historical periods and stages,this paper finds that the representation of women deputies in China is not,as Western scholars suggest,beyond the typological division of Western representation,and has the characteristic advantage of combining formal and substantive representation.In terms of representational functions,women representatives not only care for and represent women and promote the expression of women’s interests,but also broadly represent the overall interests of the people and make substantial contributions to the development of socialist democracy and social progress.Based on the important role of women representatives in promoting the high-quality development of women’s cause and their role in the construction of socialist democracy,this paper analyzes the representativeness of women representatives to the NPC,and uses statistical analysis methods to compile data on the number of women representatives to the NPC,their occupational structure and the bills and proposals they have put forward,so as to analyze the characteristics of women representatives to the NPC since the first session of the NPC.On this basis,we sort out and analyze the representativeness function of NPC women deputies from two representativeness dimensions: form and substance,summarize the current deficiencies in the representativeness of NPC women deputies,and further propose the optimization path.In general,enhancing the representativeness of NPC women’s representatives is not only conducive to promoting women’s rights and interests and improving the level and quality of representation of NPC deputies,but also conducive to the full expression of the national will and the comprehensive expression of the public interest of society,and promoting the development of socialism with Chinese characteristics in the direction of more democracy and civilization.
