A Study On Grassroots Emergency Management System And Its Standardization In L City

With our economy is developing rapidly,it is at a critical stage of economic development and social progress.Because our country is vast and various disasters occur with high frequency,threatening people’s lives and property.Grassroots governments have to deal with emergencies throughout the emergency management process.emergency management has to deal with emergencies throughout the process.The grassroots government is the disseminator and implementer of policies and documents,and as the main body dealing with emergencies,it becomes particularly important.Improving the emergency management capacity of the grassroots can effectively prevent and deal with emergencies and reduce their impact,which is important to promote the development and stability of society.Grassroots emergency management is an integral part of the national emergency management system,which is closely related to the safety of people’s lives and property as well as the security and stability of the country.In this paper,we study the grassroots emergency management in L city,by interviewing emergency personnel.Having visited on-the-spot investigation,we analyze and find that due to the late and immature establishment of the emergency management department,there are many problems in emergency management in L city,which need to be solved and improved.At present,the grassroots emergency management in L city has problems such as relatively low level of emergency rescue,insufficient specialization of emergency rescue teams,inadequate security of emergency materials,lack of professional emergency rescue mechanism,imperfect emergency management system at the grassroots level,lack of public awareness of emergency management and low participation,etc.They have resulted in the slow development of emergency management in L city and restricting the economic development of L city.Therefore corresponding measures must be taken to improve the situation.This paper analyzes the causes of the problem,draws on the good experiences and practices of other regions,proposes countermeasures and suggestions according to local conditions,strengthens the government-led system of coordination and cooperation of other subjects,develops a perfect institutional mechanism,uses multiple methods to build an emergency management information-sharing platform,forms an emergency rescue team with the participation of diversified subjects,and opens up a top-down emergency.As a result,it will promote the reform and innovation of emergency management at the grassroots level,to enhance social stability and economic development,and to build a beautiful blueprint for the harmonious coexistence of man and nature.
