"If the Primary-level are strong,the country will be strong;if the Primary-level are safe,the world will be safe".As the end of the policy process,Primary-level governments are in close contact with the people.The key to whether policies can be translated into governance effectiveness lies at the Primary-level level,and Primarylevel issues are related to people’s lives and social stability.For a long time,Primarylevel governments have been under heavy pressure due to the fact that they have fewer people and more work to do,less power and more responsibility,and more work to do.In recent years,as the modernisation of national governance continues,the transformation of government functions and the shifting of the centre of gravity of governance have become important tasks in the modernisation of government governance.Between modernisation and the pressure on the Primary-level government,it is particularly important for the Primary-level government to "reduce its burden",which has become the key to reforming and improving the effectiveness of Primarylevel governance.Primary-level burden reduction is already an important issue of academic attention,but there are many explanations of the phenomenon of "heavy burden",and there are not many results in in-depth analysis of the formation mechanism of the "heavy burden" problem,and some studies only give theoretical explanations of a certain problem in the difficulty of reducing the burden at the Primary-level level,or cut the overall problem of reducing the burden at the Primary-level level,ignoring that the problem of the Primary-level involves multiple subjects and multiple fields.In view of this,this paper attempts to systematically analyze the problem of Primary-level burden and Primary-level burden reduction from the perspective of the discussion of the relationship between power and responsibility in the theory of responsibility politics: it is pointed out that the essential reason for the heavy burden of Primary-level governments is that the boundary between rights and responsibilities is not clear,and with the help of the three dimensions of "concept-structure-action" of responsibility politics,this paper provides a complete explanation for the problem of reducing the burden of Primary-level governments.The thesis firstly qualifies the object of study,the Primary-level government,by considering it as a township government: firstly,because township governments belong to the scope of Primary-level government,both in terms of jurisprudence and the current system,and secondly,because township governments point to the rural areas,which have always been a key and short-cut area of concern for the central party and the state.The article then defines the concept of burden reduction at the Primary-level level,and points out that the understanding of the burden should not be limited to the surface of the problem,but should be based on the deeper causes to understand the source of the burden,i.e.to explore the problem of burden reduction from the perspective of power and responsibility relations,and to alleviate the imbalance of power and responsibility caused by the unclear division of power and responsibility.In the theoretical foundation section,this article compares the theories involved in the alignment of power and responsibility,explaining the source of government power and the responsibility it should bear through the "principal-agent" theory,showing the characteristics of the operation of the modern government system through the theory of the hierarchy,and explaining its hidden flaws,and highlighting the powerresponsibility relationship by explaining the responsibility embedded in the concept and system.It also seeks to complement the shortcomings of the first two by highlighting the importance of the power-responsibility relationship in the system of government through the politics of responsibility embedded in concepts and institutions.In the second,third and fourth parts of the article,the problematic manifestations of the heavy burden of the Primary-level government,the analysis of the causes and the path options for reducing the burden are described from the perspective of the relationship between power and responsibility,following the internal logic of "perception-structure-action".In this article,the manifestations of the heavy burden of the Primary-level government are described from the perspectives of three different subjects: the superior government,the Primary-level government itself and the external elements of the social environment of the people.In the perspective of the causes,the article suggests that the complex and changing social environment,the lack of clarity in the concept of responsible subjects,the inadequacy of laws and regulations,the imperfect operation of institutional mechanisms and the lack of responsibility for the actions of collaborative governance subjects are the inherent causes of the failure to reduce the burden at the Primary-level level.In the path selection,the article proposes countermeasures based on the problem and its causes,covering four main aspects:clarifying the guiding position of the concept of responsibility,filling the gaps in laws and regulations,improving the operation of the system,and continuously promoting the development and growth of collaborative governance.Finally,this paper points out that more in-depth theoretical analysis and more solid empirical research are needed to further enhance the explanatory and practical perspective of the research on the relationship between power and responsibility in this paper in the political theory of responsibility,and contribute to the modernization of the national governance system and governance capacity and the great rejuvenation of the Chinese nation.
