The Practical Logic Of Primary-Level Government Executing Campaign-Style Governance

As a governance mechanism with Chinese characteristics,sports governance is rooted in China’s historical tradition and governance needs.Movement-style governance is often characterized by a wide range of mobilization,fast action,and strict implementation standards,and it is easy to achieve immediate results.However,compared with governance units at other levels,urban primary-level governments often face the dual contradictions of limited resources and complex tasks in the governance process.Numerous governance situations have also been created,which greatly increases the difficulty and complexity of grassroots campaign-style governance.The study systematically reviewed the previous research on movement-style governance from three aspects: "the relationship between movement-style governance and conventional governance","the generative logic of movement-style governance","the operation mechanism of movement-style governance",found that previous research focused more on provincial,municipal,district and county governments,and less explored the campaign-style governance logic of urban grassroots governments in promoting appraisal and commendation projects.Based on this,from the perspective of "intra-organization-inter-organization-out-oforganization",this research constructs an analytical framework of "bureaucratic logic-invitation logic-field logic".Based on the work and meeting the provincial inspection process,the action logic behind S Street’s completion of various tasks of "Creating Culture" under the pressurebased system and target responsibility system is analyzed.The study found:First,the "pressure-based system" and "target responsibility management system" have shaped the organizational structure of the "creation" process of S Street;second,from the perspective of the organization,the "bureaucratic logic" of the higher-level government provides the work of S Street.Clear action guidelines,such as promoting a clear work plan,ensuring that indicators are centralized,and clarifying reward and punishment mechanisms,etc.;third,from an inter-organizational perspective,the "credit logic" of the government at the same level has stimulated the enthusiasm for the work of S Street,and the latter has taken the initiative to take the initiative.Organizational mobilization and political mobilization are used to advance work;thirdly,from an outside-organizational perspective,the needs of social subjects shape the policy behaviors of the Sub-district Office in its “creation of culture” work,and the Sub-district Office is also constantly debugging governance behaviors.In the process of interaction and game,the street won the cooperation of various social subjects,and finally met the inspection in a "movement" mode.In the process of carrying out tasks of grassroots government,its practical logic is jointly shaped by the state and society.The effective operation of grassroots campaign-style governance is an important issue in the modernization of grassroots governance.In order to promote grass-roots social governance in a legal and reasonable direction,it is necessary to optimize grass-roots governance strategies,make up for the lack of grass-roots governance resources,and build grass-roots governments with unified powers and responsibilities;governments at all levels should also recognize the shortcomings of current governance,especially campaigns such as these.The short-term and formalized policies brought about by the governance model have already weakened the people’s sense of gain and happiness to a certain extent.Therefore,it is the direction of future efforts to promote the transformation of sports governance into institutional governance.
