On Study Of Administrative Cooperation At The Primary-level In China's Rural Areas

As the basic way of living of mankind,cooperation is the basis of civilization. In a democratic society,cooperation does exist between government and citizens. However, different from that between common social subjects , the cooperation between government and citizens is an administrative cooperation that highlights the harmonious coexistence of the public administrative power of government and the civil rights of citizens. At the primary-level in China' rural areas,it shall be acknowledged that the value of the relationship between farmers and the People's government at town and township level lies in administrative cooperation between farmers , farmers' organizations and the People's government at town and township level. On one hand, this is naturally required by the need to bring about effective connection and beneficial interaction between government administration and primary-level self-governance. On the other hand,this is beneficial in the following two perspectives: first,it helps to enhance both the farmers' position as masters of society and the administrative efficiency of the People's government at town and township level ; secondly, it helps to promote the harmonious development of rural administrative relationship at the primary-level.The constitutional and political system of socialism with China's characteristics has formulated the democratic framework for the administrative cooperation at the primary-level in rural areas. The villagers' self-governing organization and the farmers' organizations of new-pattern economic cooperation are able to attract and gather systemized social capital for the administrative cooperation at the primary-level in rural areas. The initiative administration of the People's government at town and township level and the active participation of farmers are able to provide great motivation for the administrative cooperation at the primary-level in rural areas. For the above-mentioned reasons,the administrative cooperation at the primary-level in rural areas shall be built and developed under guidance of the following principles. First,it shall be within the framework of constitutional and political system of socialism with China's characteristics. Secondly,it shall safeguard farmers' position as masters of society, viewing this as its fundamental purpose. Thirdly,it shall aim at enhancing the efficiency of the People's government at town and township level and mobilizing farmers' initiative and creativity. Fourthly, it shall use the villagers' self-governing organization and the farmers' organizations of new-pattern economic cooperation as a bridge. Fifthly,it shall take the initiative administration of the People's government at town and township level and the active participation of farmers as a motivation. Last but not least , it shall work to promote closer cooperation between farmers , farmers' organizations and the People's government at town and township level ;extend socialism administrative democracy; enable a harmonious socialism administrative relationship; and develop socialism administrative civilization.As a new management mechanism at the primary-level in rural areas , administrative cooperation between farmers,farmers' organizations and the People's government at town and township level shall be guided by the outlook of marxism administrative cooperation,nationally learn from the helpful western experiences in the field of administrative cooperation,and develop democratic,scientific and lawful cooperation,so as to generate optimized benefits from administrative cooperation. Since the establishment of the People's Republic of China,abundant valuable experiences have been accumulated in the field of administrative cooperation between farmers, farmers' organizations and the People's government at town and township level. The past years have seen a significant acceleration in the development of public administration at town and township level and in the realization of farmers' public interests and benefits. Nevertheless, in practice, some systematic barrier still awaiting for breakthrough have remained a negative affect and constraint to the efficient development of administrative cooperation between farmers,farmers' organizations and the People's government at town and township level. Therefore,it is a must to reform the People's government at town and township level by regulating its administrative power; to drive the move of farmers' organization and strengthen the self-governing rights; to formulate the culture of administrative cooperation and condensate the cooperative spirit,so as to promote the future development of the administrative cooperation at the primary-level in rural areas.
