Integrating and streamlining law enforcement agencies,strengthening the construction of law enforcement teams,and solving the problem of multiple and multi-layer repeated law enforcement are of vital importance to the sound development of regional economy and society.Faced with the complex and severe domestic and international environment and the huge impact of the three-year epidemic on the production and life of the people,the law enforcement agencies directly deal with the people and play a vital role in solving the "urgent and anxious" problem of the people.In this new situation,it is of positive significance to emphasize the promotion of the downward movement of the management center,the sinking of the law enforcement force,and the upgrading of the management services to resolve conflicts,promote development,and continue to carry forward the fine style of close contact with the masses.In 2018,the Decision of the Central Committee of the Communist Party of China on Deepening the Reform of the Party and State Institutions,the Plan for Deepening the Reform of the Party and State Institutions,and the Guiding Opinions on Issues Related to the Reform of Local Institutions were successively reviewed and adopted and issued to the public,clarifying the requirements for deepening the reform of comprehensive administrative law enforcement,with a view to following the institutional reform in this regard.Since 2017,J City has made certain achievements in the process of exploring the reform of public institutions that undertake administrative functions,but also revealed some problems.For example,the ambiguous nature of the organization leads to the overlapping of responsibilities and the separation of powers and responsibilities;The "old and weak" of the personnel team reflects the serious shortage of front-line law enforcement force,which is not conducive to the overall coordination of law enforcement resources;Inadequate follow-up of supporting policies leads to different personnel management methods in the same law enforcement team and low work enthusiasm;Inadequate performance of the agency’s duties still leads to the phenomenon of different punishment in the same case,which affects the image of the law enforcement group in the hearts of the masses,and so on.Lishui,Zhejiang,set the law enforcement level at the municipal level to avoid unnecessary reform fluctuations caused by the law enforcement personnel going down to the district level,unify the law enforcement subject,strengthen the responsibility of territorial management,realize the unified management of law enforcement by one team,and avoid multiple repeated law enforcement;Ningbo,Zhejiang Province,has established four transfer principles according to the local conditions,transferring the simple,common,contradictory,closely related to the people’s life,and the blank areas of law enforcement on the street,realizing a wide range of integration and high satisfaction of the people;Jiangsu Nantong innovatively uses the Internet and big data to integrate information resources,emphasizes information sharing,explores and constructs a new comprehensive administrative law enforcement model of "big data+command center+comprehensive law enforcement team",and achieves "one network access" in administrative law enforcement,and has achieved phased results.Based on the analysis of the reform experience of the above three regions,it can be found that the better reform results are due to such factors as higher political and legal levels,lower focus of law enforcement,scientific transfer,and strengthening the team.Referring to the experience of the reform of comprehensive administrative law enforcement agencies in several regions,in order to mobilize the enthusiasm,stability and creativity of law enforcement personnel,it is recommended that J City introduce local laws and regulations within the administrative region as a transition before the introduction of national laws,and further strengthen and improve the law enforcement supervision and assessment mechanism,so as to ensure the legal status of the reform of comprehensive administrative law enforcement system with clear provisions,And the setting of comprehensive law enforcement personnel;To establish a comprehensive administrative law enforcement team of towns and streets,strengthen the law enforcement ability and improve the efficiency of handling cases,in this process,we should strictly implement the requirements of the comprehensive administrative law enforcement reform,prohibit the use of hired personnel,and help law enforcement personnel directly participate in administrative law enforcement,especially the administrative penalty work,in order to ensure the legalization of administrative law enforcement acts;We will further improve and implement the system of "whistling at the grass-roots level and reporting to the department" on the basis of building a scientific and standardized comprehensive administrative law enforcement responsibility system,strengthen follow-up research according to the operation of the organization,especially the performance of its functions,and constantly adjust and improve it in practical work.
