Research On The Problems And Countermeasures Of Xinxiangxian’s Participation In Rural Governance In Qiyang City

Effective rural governance has always been the main problem that puzzles the grass-roots governance,because it is directly related to the implementation of the Rural Revitalization Strategy and the good life of the villagers.At present,there is no unified ideal model for rural governance.People still stay in the direct governance of the government,and have little contact with the third-party subjects participating in rural governance,especially the new township sages as emerging subjects participating in rural governance.Scholars have not reached a consensus on the participation of Xinxiangxian in rural governance,and have not formed a systematic and complete governance model.Although Xinxiangxian have made some achievements in rural governance,they have also exposed some problems in the process of participation,which seriously restricts the role of Xinxiangxian in rural governance.Through consulting the literature obtained,we can understand the situation of Xinxiangxian’s participation in rural governance in other places in China.This paper takes Xinxiangxian in Qiyang City,Hunan Province as the survey object,and uses the methods of questionnaire and interview to master the real situation of Xinxiangxian’s participation in rural governance.It is believed that there are five main problems in Qiyang Xinxiangxian’s participation in Rural Governance: the imbalance of Xinxiangxian’s personnel structure,the low initiative of Xinxiangxian’s participation,the single mode and field of Xinxiangxian’s participation Xinxiangxian’s participation in the role positioning is not accurate,and the role played by xinxiangxian is not large.The main reasons are the following five points: the urban-rural dual division system,the rural cadres’ lack of initiative in contacting,the existence of bureaucracy among rural cadres,the incomplete understanding of Xinxiangxian,and the lack of mechanism for Xinxiangxian’s participation.And put forward three countermeasures and suggestions: first,strengthen team building and cultivate high-quality Xinxiangxian talents.Discover and excavate the resources of Xinxiangxian from multiple aspects,strengthen the training of Xinxiangxian,and cultivate Xinxiangxian’s culture;Second,take the initiative to contact and exchange and stimulate the willingness of rural governance.Establish a variety of platforms for the exchange of Xinxiangxian,enhance their sense of belonging,subjectivity and identity,and stimulate their willingness and enthusiasm to participate;Third,establish and improve the mechanism to effectively play the role of Xinxiangxian.Formulate the standards for Xinxiangxian,clarify the role of Xinxiangxian,and establish and improve various participation mechanisms.
