Has the policy of Jiangguang integration been truly implemented?In order to reflect the guiding ideology of "putting the people at the center",this essay will discuss the implementation effect of the administrative division adjustment policy of Jiangdu District,Yangzhou City in the past decade from the perspective of citizens’ feelings,and will deeply analyze the common problems and difficulties in the implementation process of the administrative division adjustment policy.The author hopes to provide certain reference for improving the governance ability of administrative division.With literature research method,questionnaire survey method,and statistical analysis method,the author will explore and construct an evaluation model of citizen satisfaction with the implementation effect of administrative division adjustment policy,evaluates and analyzes the current situation,existing problems and causes of citizen satisfaction with the implementation effect of administrative division adjustment policy in Jiangdu District of Yangzhou City,and put forward corresponding optimization suggestions.The main research conclusions are as follows:First of all,the evaluation elements of citizen satisfaction with the implementation effect of administrative division adjustment policy are divided into two parts: external and internal elements.External elements include six aspects: commercial service layout,transportation infrastructure construction,education service resources,medical service resources,cultural tourism resources,and ecological environment governance.The evaluation is carried out from three dimensions: the degree of feeling about the implementation effect,the degree of satisfaction with specific needs,and the degree of satisfaction before and after the adjustment compared with the same level areas.Internal elements focus on the public’s emotional attitude towards the locality after the administrative division adjustment.Secondly,the overall evaluation result of citizen satisfaction with the implementation effect of administrative division adjustment policy in Jiangdu District of Yangzhou City is not well,especially the satisfaction score of policy implementation effect in education,cultural tourism,and medical fields.The existing problems mainly lie in the scope of policy implementation,the development of old towns and rural areas,the construction of talent teams,and the development and utilization of cultural tourism resources.The reasons include: Jiangguang integration strategy policy in Yangzhou came slowly;The construction focus of Jiangdu was moved south after the abolition from city to district;The sharing of talent resources in Yangzhou was insufficient;A quantity of Jiangdu citizens do not have cultural identities.Thirdly,the optimization suggestions for improving citizen satisfaction with the implementation effect of administrative division adjustment policy: Focus on planning first,and the administrative division adjustment area should have unified construction standards;Coordinate urban and rural development,and focus on promoting highquality urban development;Strengthen the talent strategy,introduce and cultivate local talents at the same time;Learn from useful experience and enhance citizens’ cultural identities.
