The Research On Adjustment Of Village-town Administrative Division Promoted By New-type Urbanizationon

As China has come to the decisive stage when completing the process of building a moderately well-off society in all aspects, the critical period of economic transformation and upgrading as well as urbanization in-depth development, the urbanization faces severer situation, besides, China is going to be stuck in a middle-income trap without wisely handling risks and accurately identifying new feature of trend, which can exert bad influence on its course. Therefore, The National Guideline for Developing a New Type of Urbanization(2014-2020) has been timely formulated to respond to urbanization risks and promote the further development of urbanization. The adjustment of town's administrative zones, one measure to promote the development of urbanization and urbanization can be complementary and synergic. For one thing, the development of urbanization shall generate demand to adjust town's administrative zones to improve urbanization, for another thing, scientific adjustment of town's administrative zones can improve the development of urbanization. The guideline presents new tasks not only for the development of urbanization, but also for the adjustment, for instance, the present and future adjustment shall be human-centered, reflect essential differences between city and countryside and scientific city construction to realize sustainable development of villages and towns.The party and the government put forward the new-type urbanization strategy. Under such background, the author attempts to explore township administrative division adjustment problems.This paper, based on a review of the related literature at home and abroad, describes and analyzes the basic theoretical problems of the township administrative division adjustment problems, including core concept definition, the theoretical basis of this topic and the inter-relationship between new-type urbanization and township administrative division adjustment problems. Some problems, however, emerges from this process such as the absence of scientific guiding ideology, unreasonable standard and means, without regard to public opinion etc. According to investigation, strategy theory deficiency, the absence of present legal system as well as restricted systems mainly caused various problems in the adjustment of town's administrative zones. Ultimately, problems above can be eliminated by taking a series of measures such as establishment of scientific principle, setting a consummate standard, designing strategic planning of adjustment, strengthening construction of law system and inviting the public.
