Practical Research Of Administrative Division Adjustment Of Pan’an County Based On The Measure Of Influence Circle

In recent years, many parts of the country are in the township administrative division adjustment. Administrative district (township level) is the basic unit of administrative division. Whether the division of the set is reasonable or not, it is related to the government’s management efficiency and service level, at the same time, related to the economic development and social stability. Therefore, township administrative division adjustment is very important. However, qualitative and experiential judgment occupies the dominant position in the township administrative division adjustment programs, its rationality is controversial. Therefore, to seek a scientific method for township zoning adjustment is of great significance. This paper will explore quantitative calculation on the sphere of township and county based on the township zoning adjustment, and setting Pan’an as an example reveals the method for the scientific township zoning adjustment.First of all, starting from the background and significance of the research, sorting out the domestic and foreign literature, understanding the current situation of China and Zhejiang township zoning, and using the adjustment method of the township zoning. Author knows that the qualitative and empirical judgment accounted for a dominant position on the current zoning adjustment. In order to make up for the defect of non-quantifiable administrative division adjustment, this paper presents that quantitative research method is used to solve the township level divisions adjustment.Secondly, before leading the method of this paper used, author generally introduces about the existence of several quantitative zoning adjustment methods. On the basis of the pros and cons of each method, this paper chooses the township sphere method as the main research method, and introduces the concept of the sphere in city geography. This method references field model, using geographic information system spatial analysis method, and dividing each township power circle. This paper sets Pan’an County as an example showing sphere orientation of administrative division adjustment program.Thirdly, this paper analysis three aspects from the township sphere size, the spatial relationship between sphere and sphere and administrative region and superimposed in the empirical study of Pan’an County. This paper will draw the relationship, including hinterland areas and administrative areas, the quantitative relations and spatial relationship, taking it as the foundation to township divided into four categories.Finally, according to the results of classification, population within the circle of power, area and other factors, author will develop standards and principles of administrative division adjustment, and give Pan’an County administrative divisions adjustment programmes, at the same time, it will realize Pan’an County zoning adjustment result visualization by using the GIS software.
