Since its founding,Malaysia has been continuously receiving refugees and has now become the country with the highest number of refugees in Southeast Asia.However,Malaysia has so far failed to sign the1951 United Nations Refugee Convention,1967 Protocol,and 1954 Convention on the Status of Stateless Persons,which means that refugees living in Malaysia do not have the protection of corresponding international legal documents.This legal "gap" has prevented Malaysian refugees from being successfully and properly resolved.With the continuous development of non-governmental organizations in Malaysia in recent years,more and more non-governmental organizations have begun to pay attention to refugee issues and participate in the relief and resettlement of Malaysian refugees,providing a lot of help to domestic refugees.This article attempts to explore the role and limitations of domestic non-governmental organizations in refugee governance in Malaysia from a governance perspective.Firstly,by sorting out the domestic non-governmental organizations in Malaysia that are mainly involved in refugee governance,and summarizing their characteristics and main roles in refugee governance.Secondly,examine the main role played by non-governmental organizations in assisting Rohingya refugees through specific cases of domestic non-governmental organizations.Finally,based on the previous analysis,the limitations of the participation of nongovernmental organizations in refugee governance in Malaysia are analyzed,and countermeasures and suggestions are proposed.Domestic non-governmental organizations in Malaysia are more flexible,timely,and precise in meeting the basic survival needs of refugees,such as healthcare,education,and employment,compared to official governments and international organizations in the process of refugee governance.Currently,it has been largely regarded as a "backbone" by local refugees.However,due to issues such as insufficient funding,language and cultural differences,and a lack of trust and support.In this regard,in the future,if we want to further improve the refugee governance capacity of domestic non-governmental organizations,we need to think about how to use the media to expand the publicity influence,enhance cultural identity,strengthen cooperation with UNHCR and the government,and improve the ability and level of assistance to participate in governance.
