Research On Risk Of Government Purchase Of Public Library Services

Purchase of Service Contracting(POSC)is the requirement of building a service-oriented government.At this stage,the practice of Chinese government purchasing public services is emerging one after another.Under the background of establishing a modern public cultural service system,the process of government purchasing public library services is also accelerated,but there are a large number of purchase deviations in practice,and the purchase result is not satisfied.In view of this,taking the purchase risk as the starting point,this dissertation studies the deviation phenomenon of Public Library Service purchase,and tries to find out the risks and mechanism.Also,this dissertation involves with case study,carries out risk evaluation and risk analysis,and finds out the avoidance strategies of it,so as to improve the development quality of China’s cultural undertakings,and transform the government functions smoothly.Starting from five steps,this dissertation identifies,calculates and analyzes the risk of s municipal government’s purchase of public library services.First,taking the principal-agent relationship as the framework,this dissertation combs the body risks and operation risks in detail,so as to clarify the performance types and action mechanism.Second,taking city S as an example,this dissertation conducts field research on three public libraries: A,B and C.Then to understand their basic information,purchase backgrounds,purchase contents.Third,this dissertation organizes 22 experts,represented by cultural administrative departments,public libraries,social organizations and relevant scholars After two rounds of expert consultations and modifications,this dissertation calculates the assemblage degree,and then risk indexes are determined.Fourth,through the analytic hierarchy process and fuzzy comprehensive evaluation method,this paper evaluates and ranks the risk indexes.The results show that the purchase is on medium.Fifthly,based on the interview records and archives,this paper summarizes five kinds of causes of purchase risrks in city S: the serious absence of government functions;the unclarified subject relationships;insufficient market competition;insufficient capacity of service team;unreasonable performance evaluation.In view of the above risks,this dissertation puts forward five kinds of purchase risk avoidance strategies: changing government functions and shaping government presence;clarifying the body relationships and the purchase content;cultivating social organizations and enhancing competitiveness;training professional talents and strengthening team construction;improving evaluation indicators and enriching evaluation forms.
