The arrival of the aging society makes the demand for the old-age service in our country increase rapidly.Transformation of the pension model from family-mode to social-mode is an inevitable trend.However,as far as the conditions of our country are concerned,the complete social-mode can not be realized.At this time,homebased care is the best choice for our country.However,the government faces various risks in this process.Only evaluation of the risk factors can ensure the development of home-based care and meet the needs of the citizens.Guided by the theory of public goods and the theory of principal-agent,this paper analysis of the risk factors by means of literature research,field investigation and quantitative analysis.The article discusses the relevant concepts and theoretical basis of the purchase of home care services by the Wuhai municipal government,and research the development background and status of home-based care services purchased by Wuhai government firstly.Although the government of Wuhai has achieved certain results,there are still potential risks.Secondly,the article builds therisk assessment model,uses Delphi Method to identify the risk factors,carries out risk assessment by the fuzzy comprehensive evaluation method combined with the analytic hierarchy process and fuzzy mathematics.The study finds that the largest risk is the legal risk,followed by politics risk,market risk is third,management risk and technological risk are less affected.Finally,the article suggest that:risk sharing mechanism composed of multiple subjects,perfecting the mechanism of supervision and restriction,to be a smart market buyer and strengthening the construction of service team.
