The Research Of Performance Assessment To Self-Government In Urban Community Based On Hierarchical Fuzzy Comprehensive Method

Community self-government is a form of democracy by which urban masses manage society grass-roots public affairs directly in accordance with the law, and is also a wide range of practice of socialist grassroots level democracy in the city. China's cities can not be optimistic about the performance of community self-government, community self-government often a mere formality, and efficiency of Community self-government should be increased. Therefore, reform and improve community self-government is a top priority of building a harmonious society. And the first step of reform and improvement is performance evaluation to community self-government, through the rational, scientific assessment, we can find an unreasonable degree of autonomy in the areas that have taken targeted measures to improve the level of autonomy in urban communities, and promote China's socialist modernization as the smooth progress.This paper is based on the building of urban communities in China's strong demand for practical, in-depth study the problem of how to assess the performance of urban community self-government, to establish a assessment system which not only a reflection of a community problem, but a forward-looking system; which provide specific, detailed and workable approach for our assessment of self-government in urban communities. In this paper, first of all, make a summary of research present situation on this issue both at home and abroad, and clearly the significance of study on performance assessment of urban communities self-government. Then, overview the present situation of performance assessment on china's communities self-government, and analyze comprehensively the characteristics of community self-government in our country and the deficiencies of existing self-government performance assessment. Then, propose the idea about building performance assessment programs of self-government in urban communities, and make an analysis on the importance and usefulness of AHP-FCE comprehensive assess method in the performance assessment of community self-government, by which build the AHP-FCE-based assessment model, and then analyze it's feasibility. At last use the modle by taking BaiBuTing garden Community in Wuhan City as a example.
