| Under the development background of our country’s pursuit of independent innovation as the main theme,innovation policy can effectively guide innovation vitality,and the improvement of innovation policy system and the degree of improvement are closely related to the strength of innovation capability in the region.Sichuan and Chongqing municipal governments actively respond to the central innovation-driven strategy and the integrated development strategy of Chengdu and Chongqing,and have introduced relevant policies to support the innovation development of the two regions,seeking to promote innovative behavior and form a radiation effect to drive the innovation performance of neighboring cities.The Chengdu-Chongqing Economic Circle has launched a series of inter-governmental cooperation with the support of the state.However,there is still a gap between the Chengdu-Chongqing economic circle in terms of innovation and development capability and economic level compared with other urban agglomerations,and the two core cities are not equal in terms of administrative power and innovation resources.Therefore,it is important to systematically examine the policy system and degree of coordination of innovation policies in the Chengdu-Chongqing region.How to strengthen the cooperative relationship between government departments and enhance the synergy of regional innovation policies based on the region’s own development characteristics and resource advantages is still an important issue for the development of the Chengdu-Chongqing economic circle.Based on the perspective of inter-government relations,combined with the theory of synergy and policy tools,this paper constructs a synergy analysis framework for innovation policies in the Chengdu-Chongqing economic circle.Taking the innovation policies of Chengdu and Chongqing as a system,using statistical analysis,social network analysis and content analysis,based on policy subjects,policy objectives,policy tools and other elements,a collaborative study was conducted on 167 innovation policy texts collected during the period from 2011 to 2021.The following research conclusions are obtained:(1)The innovation policies of the Chengdu-Chongqing economic circle generally show an increasing trend,but the innovation policy system is not perfect.There are few special policies to support innovation activities in the aspects of taxation and public services,and the policy effectiveness is low,lacking authority and system.(2)The degree of policy synergy between the two areas under the background of Chengdu-Chongqing coordinated development needs to be improved: the contribution of the two areas to policy synergy is different,and Sichuan Province is more active in the willingness and attitude of coordinated development.Chengdu and Chongqing are still largely confined to their respective administrative scopes when formulating innovative policies.(3)The intergovernmental cooperation is insufficiently driven by interests,and the degree of coordination between policy subjects needs to be improved: the intergovernmental cooperation relationship formed by relevant policy entities through innovative policy formulation is mostly based on political mobilization,lacking a strong interest driving force,and it is still necessary to seek the greatest common ground in terms of interests.policy subjects Although diverse,the distribution of discourse power is not balanced,and the degree of coordination is not high.Formed the main body of joint document issuance with the Chengdu Municipal Science and Technology Bureau,the Sichuan Provincial Development and Reform Commission,and the Sichuan Provincial Department of Human Resources and Social Security as the core,leading the innovation policy network.(4)Insufficient stability of structural synergy and functional synergy: Policy subjects still rely on a single department when using a combination of policy tools to achieve policy goals.Policy subjects are less involved in indirect objectives,and the degree of coordination is low.It is necessary to strengthen the use of demand-based policy tools and improve the internal structure of multi-department cooperation in using policy tools.Demand-based policies The degree of synergy between tools and policy objectives also needs to be improved.Therefore,it is necessary to improve the policy system and improve the effectiveness of the policy.Accelerate the improvement of special policies for technology,production,education and research,and public services,and formulate policy support systems to promote innovation and development.And appropriately improve the effectiveness of the policy,according to the actual needs of the introduction of corresponding local laws and regulations.Chengdu and Chongqing need to break the administrative boundary,strengthen mutual cooperation and policy coordination.Enhance trust and establish a sense of "integration" between Chengdu and Chongqing.Improve the coordination mechanism and build a cooperation platform.It is also necessary to strengthen top-level design,establish a supervision mechanism,and promote the innovative development of Chengdu and Chongqing across administrative regions.Strengthen the interest driving force of inter-governmental cooperation in the Chengdu-Chongqing economic circle,promote the formation of cooperative inter-governmental relations,improve the cooperation mechanism of policy subjects,Optimize the network structure of the innovation policy.Strengthen policy subjects Frequency of using indirect policy objectives.Balance the structure of policy instruments and use multiple policy instruments.Actively cultivate the
