Study On The Coordination And Cooperation Between Government Departments Through The Perspective Of Intergovernmental Relations

With the social development and progress, the demand of public is more and more diversified, and the management of public affairs is also becoming more and more complex. It is often difficult to solve a lot of problems effectively for us by a single government department, Most problems can be solved only through the coordination and cooperation between government departments.For the mass learning and reference of the western new public management movement, The Chinese government also have the problems such as lack of coordination between departments in the process of management, which restrict the social and economic development in China. Through strengthening the coordination and cooperation between government departments, we can reduce the conflicts between departments, avoid the dispersion of administrative resources, optimize the efficient allocation of government resources, promote the integration of power between the government departments, and reduce administrative costs.Through the literature reading method, the case research method and inductive analysis method, etc, this article combs the theories related Intergovernmental Relations and the relationship between government departments; parses the United States, Britain and Japan practice of the coordination and cooperation between government departments; analyzes four dilemmas of the coordination and cooperation between government departments: culture dilemma, institutional dilemma, organization dilemma, and technical dilemma; dissects the case of input-output survey in Jiangxi Province in 2012 through the perspective of Intergovernmental Relations, and points out the problems and reasons existing in the coordination and cooperation between government departments; finally raises the strategy choices of the coordination and cooperation between government departments.The innovation of this article lies in researching the coordination and cooperation between government departments through the perspective of Intergovernmental Relations, and analyzing the case of input-output survey in Jiangxi Province in 2012 from both the transverse and longitudinal directions.
