Research On Coordination Evaluation Of Innovation And Entrepreneurship Policies In Hunan Province Based On Text Quantification

Since 2015,the central government has regarded innovation and entrepreneurship as a force to promote my country’s economic transformation and upgrading,and the State Council has issued several documents to guide and promote the development of entrepreneurship and innovation in various places.The provinces also responded positively,and issued a number of policies in a short period of time,successfully promoting innovation and entrepreneurship activities in full swing across the country.Among them,Hunan Province is in a period of strategic opportunities for development.In order to take the lead in building an important growth pole for the rise of the central region,the provincial government actively implements the central documents,and promulgates and revises supporting policies for innovation and entrepreneurship,aiming to promote the development of innovation and entrepreneurship practices.Based on the synergy theory,this research systematically sorts out and quantitatively analyzes the innovation and entrepreneurship policies of Hunan Province since 2015,in order to explore their synergy status.Specifically: First,based on the three-dimensional policy analysis framework of "policy strength-policy measures-policy coordination",the innovation and entrepreneurship policies are classified and a score scale is established based on expert opinions;then,analyze the synergy of innovation and entrepreneurship policies through the number of policy texts,the subject of policy texts,the types of policy texts,and the score of policy texts;to analyze the coordination status of innovation and entrepreneurship policies and measures and the coordination status of goals;finally,in order to verify and supplement the synergy of policy texts,this study selects the National University Science Park of Central South University,which is promoted by the innovation and entrepreneurship policy system of Hunan Province,as a case study object to explore its existing problems,including the policy strength dimension.Subject imbalance,structural imbalance in the dimension of policy measures,and ambiguity in the dimension of policy objectives,these problems have affected the development of policy synergies.In this regard,this research focuses on three aspects: “ fragmentation ” of organizational structure,dependence on the old institutional environment,and divergence in the goals of achievement industrialization.To explore the reasons behind each level,and provide them with optimized organizational structure,promote the linkage of multiple subjects;get rid of institutional dependence,seek measures for structural imbalance;build consensus on goals,and promote the transformation of scientific and technological achievements.Policy suggestions,in order to optimize innovation and entrepreneurship in Hunan Province Make a useful exploration of the coordination status of the policy system.
