Since With the development of Chinese society,families pay more and more attention to children’s education.Under the strong pressure of employment and higher education,the improvement of children’s academic performance has become the goal pursued by many families.This brings about the rapid development of after-school training undertakings,but due to the intervention of capital and the influence of profit-seeking mentality,the development of after-school training institutions fell into a situation of brutal growth.The state has been increasing the policy of "reducing burden reduction",promulgating the policy of "double reduction",requiring the comprehensive management of after-school discipline training.Under the influence of this policy,Dalian municipal government has carried out a new round of supervision action on after-school training institutions.From the data issued by the government,we can see that the Dalian municipal government is actively implementing the relevant policy requirements.However,through the field research on the supervision of after-school training institutions in Dalian,many non-compliance and unreasonable phenomena were found.This thesis takes the supervision of Dalian municipal government’s training institutions in after-schools as the main research object,adopts the questionnaire survey method and the interview method,combined with the systematic analysis method and the collaborative governance theory,and puts forward targeted and timely countermeasures and suggestions according to the actual situation of after-school training institutions supervision in Dalian under the policy of "double reduction".First of all,500 primary and secondary school students,100 students’ parents and 50 teachers of after-school training institutions in Dalian city were surveyed to understand the reality of primary and secondary school students participating in after-school training under the "double reduction" policy,and to explore the attitude and participation of parents to the governance of after-school training institutions after the "double reduction".At the same time,through interviews with the principals of off-school training institutions and the personnel of the regulatory departments of after-school training institutions,I learned the effectiveness and shortcomings of the supervision of after-school training institutions under the "double reduction" policy.According to the analysis,the following problems regulate after-school training institutions under the "double reduction" policy: First,the government supervision lacks effectiveness;second,parents have widespread educational anxiety;third,the after-school training institutions lack the willingness to implement.The reasons are as follows:first,the lack of forward-looking policy,the scientific and controllability of policy text need to be strengthened;second,the insufficient standardization in policy implementation,poor communication and coordination between multiple institutions;third,parents’ incomprehension and ambivalence,difficult transformation of off-campus training institutions and relevant practitioners to change to employment;and,the fourth is the conflict between policy implementation environment and policy.On the basis of the above situation,this thesis puts forward corresponding optimization suggestions,including fully considering the scientific and forward-looking policy making,accurately grasp the concept of students’ academic burden;strengthen the supervision of after-campus training institutions,establish a coordinated and unified implementation mechanism of various executive agencies;scientifically guide parents;improve the social "only score road" and "only academic theory" education environment,and build the education ecosystem of lifelong learning.
