| In recent years,off-campus training has become an important supplement to school education in order to meet the needs of students to develop interests and hobbies and carry out diversified learning.Since the release of the Opinions on Further Reducing the Homework Burden and Off-campus Training Burden of Students in Compulsory Education in July2021(referred to as the "double reduction" policy),governments at all levels have actively responded to the call of the Party Central Committee and have taken the special governance work of regulating off-campus subject training institutions of primary and secondary schools as a key content.In recent years,although the off-campus discipline training institutions of primary and secondary schools have achieved rapid development,they have also exposed various problems,such as security risks,unlicensed management,and extra-curriculum teaching,which need to be strengthened supervision.This thesis takes the current situation of government supervision of off-campus discipline training institutions of primary and secondary schools in Lucheng District of Wenzhou City as the research entry point.Through random interviews with government staff,training institutions and parents,combined with the combing of relevant historical documents and materials,it lays a foundation for subsequent theoretical and empirical research.With the help of multiple governance theories and government supervision theories,this topic uses interview method,questionnaire survey method and literature method to launch an in-depth exploration on the government supervision of foreign subject training institutions in Lucheng District,Wenzhou.The main research conclusions are as follows:Firstly,the interview survey method is adopted to understand the supervision status of off-campus discipline training institutions of primary and secondary schools in Lucheng District of Wenzhou under the "double reduction" policy.It is found that the supervision subject of off-campus discipline training institutions in Lucheng District of Wenzhou is still mainly the District Education Bureau and the District Industry and Commerce Bureau.At present,there is a lack of special supervision and management system,and the linkage and sharing mechanism of departments has not been established.At the same time,it analyzes the effect of government supervision on off-campus discipline training institutions of primary and secondary schools in Lucheng District of Wenzhou under the "double reduction" policy,including the analysis of the number of qualification issuance and registration,the obvious effect of the investigation and punishment of illegal running of schools,and the open and transparent information of training institutions.Secondly,based on the interview results,the questionnaire survey method is adopted to explore the supervision problems and causes of offcampus discipline training institutions of primary and secondary schools in Lucheng District of Wenzhou under the "double reduction" policy.The problems are mainly manifested as unclear responsibilities among supervision subjects,insufficient supervision,blind areas in supervision content,and lack of social supervision.This is mainly due to the lack of effective communication between various departments,imperfect industry standards,regulatory content to be supplemented,lack of openness of multi-subject takeover and other reasons.Thirdly,some effective suggestions and measures are put forward in view of the existing problems,such as improving the cognition of the supervision responsibilities of government departments,developing longterm plans around in-depth supervision,strengthening the dynamic supervision of training institutions,and actively promoting the participation of multiple subjects in the supervision.The research results of this thesis have a certain guiding significance for the development of off-campus discipline training institutions in Lucheng District of Wenzhou.At the same time,through the research of this subject,I hope to point out the direction for the future development of the off-campus education and training industry,so as to have a positive impact on the cultivation of talents in Wenzhou and other provinces in the country. |
