Research On The Impact Of Community Party Building On Community Governance Performance In My Country

Community is the foundation of social construction,an important starting point of building a harmonious society.It is also an important carrier of improving urban functions,improving the level of urban management and the quality of residents,and maintaining social stability.The urban community governance in China is different from that in western countries.The grass-roots level of Communist Party of China(CPC)organizations play an indispensable role in the process of effective urban community governance.Shanghai has always been at the forefront of innovation in social governance.Since 2014,the "Innovation of social governance,strengthening of grass-roots construction" has been listed as the "No.1 subject" of the municipal CPC Party Committee.The supporting documents "1 + 6" highlights the party's leading position in grass-roots social governance and emphasizes that the party building guidance should not only run through the whole process of group reform and grassroots self and cooperation governance,but also provide necessary organizational insurance and platform resources for grass-roots social governance.After several years of practice,grass-roots party organizations have a great impact on urban community governance.However,what is the impact of CPC organizations' capacity building on community governance? What factors have a decisive impact on community governance? Most of these questions were answered from theoretical perspective,while current studies lack empirical research to answer these questions.This thesis attempts to explore the correlation between the construction of CPC organizations at community level and the performance of community governance through a case study of Yangpu District,a central urban area of Shanghai.Based on two themes of "community party building" and "community governance performance",this thesis reviews the relevant literature on related domestic and international studies.It sorts out and analyzes the origin,concepts n and measurement of community party building and community governance performance.Then it proposes the following hypotheses:(1)The role and function of community party organizations and Party members is positively related to the satisfaction of community management;(2)The role and function of community party organizations and Party members is positively related to residents' participation in autonomy.Data was collected by a questionnaire survey and field interviews with the party organization secretary and the community residents in Yangpu District.Using both quantitative statistical analysis and qualitative,methods,this thesis concludes:(1)The function and role of the party organization and the Party members in the community has an impact on the satisfaction of the community management,because of two reasons.Firstly,through using the leading role of the community party organizations build their own organizations,such as strengthening the cross appointment in the party organizations,establishing consultation and discussion platforms,"three carriages" coordination mechanism,establishing the community "general branch" system,building a regional "major party construction" pattern,etc.At the same time co construction and contact with the community resident units,such as jointly carrying out cultural and sports activities,providing legal aid,organizing groups voluntary activities of Party member and participate in community governance,etc.which promoting community residents' satisfaction with community management from the construction of internal motivation and external resources.Secondly,the function and role of Party members can be effective through the leadership and coordination of the party secretary of the community.The Party members and on-the-job Party members who report to the community actively participate in the governance activities of the community such as the service of volunteers,the construction of community prevention and governance,etc.The community residents' sense of identity and centripetal force can be increased,so than the satisfaction of community management can be improved because of their initiative.(2)Community party organizations and Party members play an important role in community residents' participation in autonomy because of four reasons.Firstly,crossing appointment of community party organizations and the same direction force of "three carriages",that creates a good environment for community governance.Secondly,establishing a good co construction relationship with the units in the district will provide external resources support for community residents to participate in autonomy.Thirdly,developing the party's serving project provides a bottom-up operation mode which fully mobilizes the enthusiasm of the multiple subjects of society to participate in community governance.Lastly,through the organization of Party members in service to participate in community governance and the volunteers to develop community services drives the community residents to participate in community governance,thus improving the level of participation in community residents' autonomy.
