Study On The Causes And Prevention Measures Of "Micro-Corruption" Of Village Cadres

"Micro corruption" was first proposed at the sixth Plenary Session of the 18 th CPC Central Commission for Discipline Inspection by General Secretary Xi Jinping,stressing that "micro corruption" could also become a "great scourge".The 19 th National Congress of the CPC and the Second Plenary Session of the 19 th CPC Central Commission for Discipline Inspection once again stressed the need to "resolutely crack down on corruption around the people" and deepen efforts to tackle "micro corruption".At the Party’s 20 th National Congress,it pointed out that tackling petty corruption is the only way to win a protracted battle against corruption."Micro corruption" refers to the corrupt behavior with small amount of corruption,low positions of corrupt officials and relatively small influence.However,"micro corruption",whose harm can not be underestimated,damages the direct interests of the common people,erodes the party’s governing base at the grassroots level.In recent years,although local governments have strengthened efforts to control "micro corruption",the results are not significant,and "micro corruption" still occurs frequently.Many experts and scholars have also carried out a series of studies on "micro corruption" in order to protect the vital interests of the masses by preventing and controlling "micro corruption".This paper uses the principal-agent theory to study and analyze 473 cases of discipline violations involving "micro corruption" of village officials in the field of poverty alleviation in County A from 2017 to 2021.First of all,the causes of "minor corruption" of village officials are summarized and extracted by analyzing the manifestation,main characteristics and impacts of the "minor corruption" discipline violations of village officials in the "poverty alleviation field" of County A,which account for 85% of the cases.Furthermore,the in-depth analysis is carried out by means of questionnaire survey and interview,combined with the actual cases involved in investigation and handling in the work,and the "micro corruption" prevention and control measures are put forward.The main conclusions of this paper are as follows: The "micro corruption" of village officials occurs because of the poor quality of village officials,the loopholes in the system and mechanism of village management,and the lack of supervision and punishment deterrence.In order to prevent and control the "micro corruption" of village officials,this paper puts forward four suggestions in order to own a modest contribution to the force for preventing the "micro corruption" of rural grassroots and promoting rural revitalization.Firstly,build a team of village officials with excellent quality by absorbing highly educated talents to join the team of village officials,constructing reasonable incentive mechanism of salary and position promotion,strengthening targeted education of party spirit and incorrupt government,and reducing the influence of rural clan force.Secondly,establish and improve relevant systems and mechanisms,by strengthening the overall coordination of the supervision of village funds through various functional departments,strengthening the checks and balances of the power of village cadres,and exploring the establishment of a new mode of transparency of village affairs information.Thirdly,villagers should be guided to supervise spontaneously and multiple supervisory forces should be introduced to strengthen the supervision of the whole process of the operation of "small and micro powers" at the village level by giving full play to the role of relevant functional departments and the role of discipline inspection and supervision organs in supervision and re-supervision.Lastly,intensify punishment,stress enforcement of discipline and accountability through strict inspection of "micro corruption" activities,serious investigation of responsibilities,precise discipline,and increased disclosure of information.
