Research On Talent Construction Under The Background Of Rural Revitalization In Xinjin District

Implementing the rural revitalization strategy is essential to solve the major contradiction of Chinese society in the new era,as well as realize the "Two Centenary Goals" and the Chinese Dream of great national renewal,with great current and farreaching historical significance.In order to promote the construction of rural revitalization scientifically and efficiently,the cultivation of talents is one of the most important aspects.This paper systematically sorts out the literatures related to rural revitalization construction and human resources development,and summarizes the literatures from the aspects of system and mechanism,education and training,and service training,etc.According to analysis,it is found that: At present,the research results on the construction of talent in rural revitalization are very rich,from theory to practice has accumulated rich experience,but there are still some deficiencies in the current research on talent construction in the background of rural revitalization,most scholars’ theoretical research has fallen behind practice,lack of the inherent nature and logic of the problem of talent construction.This provides a research research thought for the research of this subject.This paper starts with the current situation of talent construction under the background of Xinjin District’s rural revitalization,establishes an analysis framework based on Maslow’s hierarchy of needs theory,human resource development theory and new public service theory,and conducts in-depth analysis and exploration on specific problems of talent construction under the background of Xinjin District’s rural revitalization from three perspectives: participant initiative,value embodiment and collaborative construction.Through the method of combining theory and practice,field investigation and questionnaire survey,three shortcomings of talent construction under the background of rural revitalization in Xinjin District are obtained according to the data analysis and collation: The total amount of rural revitalization talents is insufficient,there is a phenomenon of loss of local rural revitalization talents,the quality of rural revitalization talents is not high and the leading role is limited,and the causes of the problems and phenomena are further analyzed,and finally,the experience and practice of rural talent construction at home and abroad are used to draw inspiration.This paper puts forward three specific countermeasures: encouraging measures for talents to participate in rural construction,guaranteeing measures for talent stability,improving talent quality and inspiring measures for leading role.It summarizes the experience and effective path of rural revitalization talent construction in other regions,which is helpful to strengthen and improve the promotion of talent construction in Xinjin District under the background of rural revitalization.
