Research On The Mechanism Of Rural Talent Construction In Xingguo County From The Perspective Of Rural Revitalization

Doing a good job of ‘‘agriculture,rural areas and farmers’ ’ work is still the focus of the work of the whole party and the country during the ‘‘14th Five-Year’’ period,and it is an urgent requirement for the integrated development of urban and rural areas and comprehensive development.Fully promoting rural revitalization and effectively connecting poverty alleviation are the key measures to grasp the new stage,implement new ideas and seize new opportunities for development in the new era.‘‘Opinions on Accelerating the Revitalization of Rural Talent’’ emphasizes that rural talents are the main force to revitalize the countryside,the initiative factor to achieve revitalization in other fields,and the key factor to build a modern rural governance system.It is necessary to revitalize the development of rural talents in order to realize the vision of talent power.Improving the comprehensive construction mechanism of rural talents will provide the key support and vitality guarantee for rural revitalization and power goal.At present,the development of some rural areas in China is weak,the backbone talent team is lacking,and the rural talent construction mechanism needs to be improved.Therefore,the research on this aspect is particularly important.The policy of rural talent revitalization is constantly improving,and the relevant system is also in the sound process.Why is rural talent still scarce? Why is rural development hollowing out unresolved? This is the starting point of this study,that is,there are still obstacles in the operation of the mechanism.Under the guidance of rural revitalization policy,this study takes Xingguo County as the research sample,under the guidance of General Secretary Xi’s important exposition on rural talent revitalization,based on rural governance theory,human capital theory and incentive theory,through field research,analyzes the policy support and development effect of rural talent construction mechanism in Xingguo County.In view of the problems existing in the rural talent construction,such as the shortage of talents,the lack of absolute investment,the lack of risk guarantee,the serious loss of talents and the deviation of implementation,this paper mainly analyzes the internal causes from five aspects: the limitation of rural talent training mechanism,the obstruction of flow mechanism,the unbalanced development of guarantee mechanism,the weak incentive mechanism and the lack of supervision and management mechanism.It is proposed that under the premise of adhering to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era guidance,party building guidance and government coordination,we should learn from other countries’ experience in rural talent construction,take various measures to innovate rural talent training mechanism,improve rural talent flow and development guarantee mechanism,establish effective incentive mechanism for rural talents,and improve the evaluation and management mechanism of rural talents,so as to construct a set of benign operation mechanism for rural talents and maintain the vitality and construction motivation of rural talents.
